BACKGROUND

 

The Jean Sweeney Open Space Park (Sweeney Park) is a 27-acre park located between Atlantic Avenue, Constitution Avenue and Sherman Street.  The detailed design of the park is complete and includes playgrounds, bicycle and pedestrian trails, natural open space, a community garden and demonstration garden, a variety of amenities, plus small and large group picnic areas.  The primary picnic area is located on the west side of the park in what is called the Community Gathering Area (Exhibit 1). 

 

DISCUSSION

 

Jean Sweeney was an active member of the Alameda Rotary Club (Rotary).  The Rotary Club of Alameda approached the Alameda Recreation and Parks Department (ARPD) with an interest in funding the majority of the Sweeney Park group picnic pavilion construction costs.  The pavilion is included in the design of the eastern park phase (Shown in Exhibit 1) that will be under construction later in 2017.  The Rotarians have voted and confirmed that the Rotary Club will donate $100,000 to the construction of the group picnic pavilion.   An agreement between the Rotary Club of Alameda and the City provides the detailed framework for this donation.  The agreement stipulates the following:

 

                     The Rotary Club may reserve, at no cost, the picnic pavilion up to six times per year;

                     Payment of $100,000 to the City in equal installments over a five year period beginning in Fiscal Year (FY) 2016-17; and

                     The City is responsible for construction and maintenance of the pavilion.

 

On October 13, 2016, the Recreation and Parks Commission recommended naming the group picnic structure at Sweeney Park the “Rotary Pavilion” and including permanent signage with the name and possibly the Rotary logo as a way to recognize its donation to Sweeney Park.  The final design of the recognition feature will be brought to the Recreation and Parks Commission for approval prior to construction of the pavilion.

 

Per the 2007 City Council authorized policy for naming City property, facilities and streets, this project meets the naming criteria which allows recognition of a donor that has contributed significant funds for a City facility.

 

FINANCIAL IMPACT

 

The estimated cost of the pavilion construction is $130,000.  Acceptance of the $100,000 donation will pay for most of the cost of the construction.  The remainder of the pavilion construction as well as cost of the park construction will be funded by the state grant and developer contributions.  The $100,000 donation will be received over a five-year period and will be recorded in the Capital Improvement Program Budget, Jean Sweeney Open Space Park Project 91309.  The project revenue budget is being amended as part of the Fiscal Year 2016-17 Mid-Year Budget Update. 

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action has no effect on the Municipal Code.

 

ENVIRONMENTAL REVIEW

 

The City of Alameda has prepared and circulated a draft Mitigated Negative Declaration (MND) evaluating the potential environmental impacts of the proposed project (Exhibit 2).  The draft MND finds that the park project has minimal environmental impacts, and those that do occur are related to the construction period (e.g. dust, construction traffic, etc.) Those potential impacts are identified and mitigations are recommended to minimize those impacts.  Adoption of this resolution is consistent with the project evaluation in the MND.

RECOMMENDATION

 

Adoption of resolution authorizing naming the Jean Sweeney Open Space Park Picnic Pavilion the Alameda Rotary Pavilion.
