Brief description of the subject to be printed on the agenda, sufficient to inform the Council and public of the nature of the referral:

 

Consider directing staff to prepare a report on the City of Alameda acquiring/taking title to the uncompleted strip of Shoreline Park next to Harbor Bay Parkway.

 

The City’s Shoreline Park on the perimeter of the Harbor Bay Business Park is close to completion.  One small section, between existing sections of Shoreline Park, which is approximately ½ mile south of the ferry terminal, has not been acquired to complete the Park. The missing strip of land to make the Shoreline Park continuous is approximately.33 acres and is identified as Parcel 4 in Parcel Map 6024 approved by the City Council in 1991.  The City has an option to acquire this missing strip of land from Harbor Bay Isle Associates. 

 

A report from staff should address the feasibility of completing the Park and whether title to the uncompleted strip should be taken in order to facilitate that completion.  An existing asphalt trail on the parcel is used by the public, but the width is less than the standard for designation as part of the San Francisco Bay Trail. Taking ownership would allow for potential widening of the trail and other landscape improvements for enjoyment by the public.
