BACKGROUND
The current towing service contract with Ken Betts Towing will expire May 15, 2017. Ken Betts is also towing abandoned vehicles for the City on a month to month basis since A&B Towing went out of business in early 2016. The Police Department proposes to solicit formal bids for all tow services for the period of May 15, 2017 through May 15, 2022, a five-year contract that will include emergency and non-emergency tow services for the life of the contract.
DISCUSSION
The Alameda Journal is the official newspaper of the City for legal advertising for the fiscal year ending June 30, 2017. With City Council authorization, the City Clerk will publish a notice in the Alameda Journal stating that bids will be received up to the hour of 2:00 P.M. on Tuesday, April 11, 2017, for a Vehicle Tow Contract for the Police Department. The specifications are identified in Exhibit 1.
FINANCIAL IMPACT
The costs associated with Police Department ordered tows for vehicles are charged to the registered owner of the vehicle. If not paid, the vehicle is lien-sold by the tow company to recoup losses. The registered owner is also responsible for paying a $125.00 administrative tow fee to the Alameda Police Department, prior to it being released back to the owner by the tow company. This fee covers the costs associated with the staff time needed to handle the computer entries and legal paperwork mandated by the State of California.
