Brief description of the subject to be printed on the agenda, sufficient to inform the City Council and public of the nature of the referral:

Proposal to return the City Council its role as Board of Commissioners for the City of Alameda Housing Authority

Request that the City Council direct the City Manager and City Attorney to present to the Council the steps necessary to re-instate the City Council as the Board of Commissioners for the Alameda Housing Authority (AHA), with responsibility for policy and approval of AHA budget.

Justification:

The high cost of housing and homelessness continue and the AHA has the key role for the City of Alameda in addressing this crisis.

Alameda residents expect the City Council to resolve housing issues and residents are best served by having clear access to and influence over policy makers for AHA operations. The elected City Council acting as the AHA Board provides well known and familiar access and direct accountability to the residents of the City.
