Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below, which typically coincides with a Planning Board meeting date.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur.  Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date.  The Planning Board or City Council may also call for review a staff decision during this appeal period.  All appeals and call for reviews will be heard the Planning Board.

PLN15-0572 - Alameda Point - Administrative Use Permit - Applicant: Rachel Campos de Ivanov for Alameda Point Partners, LLC. A public hearing to consider an amendment to the use permit approved on January 16, 2016, to include the erection of a large scale circus tent to serve as an event venue, in addition to the Phase Zero activities plan approved for Alameda Point, by the City Council, on September 15, 2015 and updated annually. No alterations to structures are planned as part of the event series. The property is located within the AP-AR (Alameda Point - Adaptive Reuse), AP-NR (Alameda Point - Nature Reserve), AP-TC (Alameda Point - Waterfront Town Center), AP-E1 (Alameda Point - Enterprise 1), AP-E2 (Alameda Point - Enterprise 2), AP-E3 (Alameda Point - Enterprise 3), and AP-E4 (Alameda Point - Enterprise 4) zoning districts.  The property is located within the AP-OS (Alameda Point - Open Space) zoning district. This project is Categorically Exempt from State CEQA Guidelines, Section 15301 - Existing Facilities, and Section 15323 - Normal Operation of Facilities for Public Gatherings (Approved)

PLN17-0164 1517 Court Street (Action Date 4-10-17)

The project consists of exterior modifications to a single family residence to facilitate the conversion of an existing attic into a second floor.  Existing awning windows on the West and East side elevations will be expanded into single hung windows, and two new shed dormers will be added to the North elevation.  The proposed dormers will be located approximately ten feet (10’) from the property line.  The property is located within the R-1 (One-Family Residence) Zoning District.

 

PLN17-0122 106 Haight Avenue (Action Date 4-10-17)

 

The project consists of adding a 540-square-foot second story addition to an existing single family residence. The second story will be set back approximately twenty five feet from the front elevation and will be located over the rear sixteen feet of the home. The second story will have a side facing hip roof with a roof pitch to match the existing first story roof. The project also involves adding a second story deck at the rear of the home. The property is located within the R-1, One-Family Zoning District.

 

PLN17-0082 2009 High Street (Action Date 4-10-17)

 

The project consist of amendments to Design Review Approval No. PLN14-0429 to reduce the size of two existing windows and the replacement of two doors on the side elevation. The new windows and doors will be consistent with the design approved under PLN14-0429. The property is located within the C-1, Neighborhood Business District.

 

PLN16-0209 470 Pacific Avenue (Action Date 4-10-17)

 

This project involves adding a second story addition to an existing single family dwelling. The addition will expand the rear of the first floor and add the second story above. The second story will be set back approximately thirty three feet from the front of the home creating a building height at the rear of approximately twenty three (23’) feet and the building height at the front will remain approximately fifteen (15’) feet. The second story will feature a side facing gable roof, stucco siding to match the existing home, and new windows throughout with trim to match the existing windows. The second story will accommodate an Accessory Dwelling Unit. The project also involves constructing a new two-car detached garage at the rear of the home. The project is located within an R-4 (Neighborhood Residential) zoning district.

 

PLN15-0557 757 Pacific Avenue (Action Date 4-10-17)

 

The project consists of the construction of a new two-story single family home on a 8,030 square foot lot that currently has a one-story single family home.  The proposed home will be 2,572 square feet and will have an attached two-car garage.  The total overall building height of the structure will be twenty-six feet (26’) from grade to top of the ridgeline of the roof.  The new single family residence will feature building materials and design elements from the existing single family residence, such as horizontal wood siding, single-hung windows and a hipped roof.   The project is located within the R-2 (Two-Family Residence) Zoning District.

 

PLN16-0668 1416 Park Street (Action Date 4-10-17)

 

The project consists of legalizing the removal of an ATM on the building façade including the awning above the ATM. The opening will be replaced with a storefront entry door or window. Temporarily, plywood will be added over the removed ATM area and will be painted to match the existing tile on the building. The project also consists of removing the existing metal grill over the façade and adding a new extended overhang. The barge board tiles at the base of the building will be removed and replaced with new tiles. The property is located within the C-C-T, Community-Commercial, Theatre Combining Zoning District.

 

PLN17-0073 2626 Washington Street (Action Date 4-10-17)

 

The project consists of a second story addition to an existing one-story single family residence. The new second story is set back from the front wall of the first floor. The new second story will create an overall building height of approximately twenty four feet (24’). The roof features of the second story will match that of the first and will integrate well with the existing split level garage. Windows will be added throughout the new addition and will match in style and material to the original windows. The addition will utilize materials to match the existing home including the fascia trim, eave overhang, and stucco siding. The property is located within the R-1, One-family Zoning District.

 

PLN17-0130 1542 Webster Street (Action Date 4-10-17)

 

The project consists of a restoration and renovation of a commercial storefront.  The existing bead panels located over the storefront entrance, which are not original to the building, will be removed to expose the original transom windows, which will be repaired as needed.  The storefront window and associated bead paneling and window bars will be removed, and replaced with a smaller storefront window along with a wood paneled bulkhead. The proposed wood paneling will wrap around the building.  The existing brick and limestone portions of the storefront will remain.  The property is included on the City’s Historic Building Study List with an “S” designation.  The property is located within the C-C (Community Commercial) Zoning District.

 

RECOMMENDATION:

 

Staff recommends that the Planning Board accept this report.
