Re: Review and Recommend Recreation and Parks Department Banner Hanging Policy.
BACKGROUND
On June 9, 2011 the Recreation and Parks Commission adopted the “Hanging of Banners in Parks” policy. It was revised on November 14, 2011.
At its March 9, 2017 meeting, the Recreation and Parks Commission requested to review and revised the existing Hanging of Banners in Parks policy.
DISCUSSION
Staff reviewed the existing policy and make the recommended changes to address issues such as banners remaining on the fences for too many months; incentivizing organizations to better manage their banners without adding a burden to recreation and parks staff; and adding a location at Bay Farm Island.
FINANCIAL IMPACT
The recommended policy adds a late fee of $25 if the organization does not remove their banner after the 60-day due date. This fee will cover the cost of staff who will then remove the banner instead.
RECOMMENDATION
Review and make recommendations on the Recreation and Parks Department Banner Hanging Policy.
