BACKGROUND

 

Recreation and Park Department staff use two sets of guidelines for the allocation of sports fields and indoor gym facilities that are owned and operated by the City of Alameda. These documents are the Field Allocation Policies and Procedures, revised 12-16-2010 (Exhibit 1) and the Alameda Point Gym Allocation Policies and Procedures, adopted 5-11-06 (Exhibit 2). The purpose of these documents is to manage the facility use and maximize availability of sport field and indoor court resources throughout the City.  

DISCUSSION

 

The gym and field allocation priorities have been developed to provide guidelines and equitable access for organizations requesting athletic facility use.  This includes state law AB 2404, which “prohibits a city, county, city and county, or special district from discriminating against any person on the basis of gender in the operation, conduct, or administration of community youth athletics programs or in the allocation of parks and recreation facilities and resources that support or enable these programs.”

Recreation staff utilize the following Priority Criteria and Conditions to allocate use of athletic facilities. The purpose of these criteria are to categorize and delineate users into groups of varying priority levels which assist staff in the fair allocation of facilities. The criteria show clear intent to make facilities available to Alameda youth above all other user groups.

Priority Criteria

A.                     Recreation & Parks - Classes, programs, leagues or activities run by the Alameda Recreation & Parks.

B.                     School District - Teams run by the Alameda Unified School District and Private Schools within the Alameda city limits.

C.                     Sanctioned Youth Leagues - A league is 4 or more teams per age group and 6 or more games are played within the City.  Facility assignments for leagues with 3 or less teams will be based on space availability.

D.                     Sanctioned Adult Leagues - A league with participant over 18 years of age.

E.                     Youth Traveling Teams - Participants must try out to be place on a team.  Teams play a higher level of competitive game and must travel to other cities to compete in a similar level of competitive play.

F.                     Local Non-Sanctioned Programs - Any Alameda Sports groups that are formed within the City (church leagues).

G.                     Non-Resident Programs - Any league or group that is formed outside the City of Alameda.

 

There is a high demand for athletic facilities in Alameda and it is far higher than the capacity of available sports fields and indoor gym space. This demand is highest on outdoor sport fields from 4:00pm to dusk on weekdays and for indoor gym use from 6:00pm-8:00pm.  These small highly requested windows of time makes it even more challenging to schedule all Alameda youth teams.  ARPD staff works diligently to ensure all requests are addressed equally based on the priority criteria and the result is that all organizations get most of what they request but rarely get all that they request due to the limited space and overlapping requests of time periods.  This high demand also results in very few non-Alameda youth leagues or adult leagues using the fields (groups below Priority C).

FINANCIAL IMPACT

 

Depending upon what adjustments are made to the existing facility allocation policies, it could result in no financial impact or it could result in increased revenue for the Recreation and Parks Department if groups currently classified as use groups D - F were to gain access to facilities and higher fees charged according to the Approved User Fee Schedule as referenced below.
