Background
The purpose of Alameda's Capital Improvement Program (CIP) is to best maintain and improve the City's public infrastructure given limited resources. On June 6, 2017, staff will request the City Council approve the budget for the 2017-2019 CIP. The City Manager's Office will finalize the CIP and operating budget in May after soliciting input from the Planning Board, Transportation Commission, Recreation and Park Commission, and the City's Executive Management Team. Staff requests the Transportation Commission's approval on the transportation projects in the proposed 2017-2019 CIP budget (Exhibit 1). Furthermore, staff requests input on the longer term projects planned for beyond this two-year capital budget: 2019 to 2027. Staff will incorporate Transportation Commission input for this 2017-2019 CIP effort, and will return to the Transportation Commission biennially to seek input and approval on subsequent two-year CIPs.
Discussion

The FY 2017-2019 CIP proposes $52 million to maintain the City's sewers, storm drains, buildings, parks, and transportation system. A summary of the $23 million in transportation projects is found on page 29 of the draft CIP. Each proposed capital project has a one-page description beginning on page 40. In summary, these transportation projects will:
* resurface seven miles of street, keeping the City's streets in "good" condition according to the Metropolitan Transportation Commission;
* make 6+ miles of sidewalk repairs;
* trim 7,005 street trees;
* develop a streetlight master plan and implement its first year;
