BACKGROUND
On March 21, 2017, the City Council approved the specifications for emergency tow services for the Police Department. A call for bids was issued on April 11, 2017, and published in the Alameda Journal. Ken Betts Towing Service was the only company to submit a bid. In analyzing the bid and developing a recommendation, staff considered such factors as specification compliance, fees, convenience, and safety. The prior contract was awarded to Ken Betts Towing Services and expires on May 15, 2017.

Ken Betts Towing Services met the minimum specifications required by the City of Alameda Emergency Services Request for Proposals.
Ken Betts Towing Services has a monitored alarm system which also has 16 CCTV’s that are accessible remotely. The facility is also monitored by Bay Alarm. Ken Betts Towing Services conducts its own inventory of vehicle contents, which has proven valuable to the City in offsetting frivolous claims of “lost” or “stolen” property from police tows. Police associated impounds are stored and secured on the premise and evidence type impounds are stored and secured inside the facility. Ken Betts Towing Services has been the Police Department’s tow contractor for the past four contract periods and have provided excellent customer service. They also currently provide the abandoned vehicle tow service for the Police Department which is included in the rate of normal towing (Exhibit 1). Ken Betts Towing Services is accredited by the Better Business Bureau and had an A+ rating with no outstanding complaints.
The Alameda Police Department Traffic Lieutenant and Traffic Sergeant conducted a favorable facility inspection at Ken Betts Towing Services (Exhibit 2).
FINANCIAL IMPACT
There is no financial impact as the administrative fees from emergency and abandoned vehicle tows generates approximately $60,000 per year.
The revenue is generated when the Police Department collects a $125.00 Administrative Tow Fee, per vehicle, when the owner comes to obtain a release from Police Department for emergency tows. The Police Department collects a $150.00 Administrative Tow Fee, per vehicle, when the owner comes to obtain a release for an abandoned vehicle tows. These fees cover city staff time spent on required computer entries when the vehicle is towed, as well as time to process the vehicle release when the owner comes to claim the vehicle.

ENVIRONMENTAL REVIEW
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15061(b)(3).
RECOMMENDATION
Award Emergency Police and Abandoned Vehicle Tow contract to Ken Betts Towing Service; and authorize the City Manager, or his/her designee, to negotiate and execute a contract with Ken Betts Towing Service for zero compensation from the City (Provider to be compensated through towing fee) and a term of five years.
