Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below, which typically coincides with a Planning Board meeting date.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur.  Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date.  The Planning Board or City Council may also call for review a staff decision during this appeal period.  All appeals and call for reviews will be heard the Planning Board.

PLN17-0192                     3261 Adams Street (Action Date 5-22-17)

 

The project consists of an approximately 40 square-foot addition extending along the west elevation of an existing single family home. The project also consists of a new recessed entry with door located towards the rear of the west elevation. The proposal will utilize a gabled roof design and incorporate new materials that match the existing. The property is located within the R-1, One-Family Residence Zoning District

 

PLN17-0245 1432 Benton Street (Action Date 5-22-17)

 

The project consists of adding a new 288 square foot accessory structure at the rear of a lot with an existing single family residence. Overall, the height of the accessory structure will be fourteen feet (14’). Materials of the accessory structure include cedar shingle siding and asphalt shingle roof. The accessory structure will have a nine foot (9’) rear yard setback and a five foot (5’) side yard setback. The project is located within an R-1, One Family Residential zoning district.

 

PLN17-0129                     3109 Encinal Avenue (Action Date 5-22-17)

 

The project consists of the excavation of an existing basement dwelling unit, the modification of ground floor windows, and a 72 square foot addition on the West side of the building to serve as a new entry to the basement dwelling unit.  As part of this project the non-conforming driveway will be reduced to eight feet eight inches (8’8”) in width to conform with Alameda Municipal Code (AMC) Section 30-7.   The property is located within the R-1 (One-Family Residence) Zoning District.

 

PLN17-0226 57 Garden Road (Action Date 5-22-17)

 

The project consists of the construction of a 446 square foot one-story addition at the rear of an existing one-story single family home.  The proposed addition will be wider than the existing building, the building’s overall building height will increase two feet (2’) from 14’6” to accommodate a wider rear addition with a roof pitch that matches the existing structure.  The proposed addition will have a matching stucco siding to match the existing structure.  The existing aluminum sash windows will be replaced with new wood sash windows.  The property is located within the R-1 (One-Family Residence) Zoning District.

 

PLN17-0230                     425 Haight Avenue (Action Date 5-22-17)

 

The project consists of an amendment to Design Review Approval No. PLN16-0158 for the construction of an approximately 40 square-foot dormer located at the rear of an existing single-family residence. The new dormer design will include a new double-hung window and siding that is consistent with the original architecture. The property is located within the R-1, One-Family Residence zoning district.

 

PLN17-0169                     1424 Mound Street (Action Date 5-22-17)

 

The project consists of adding a two story addition at the rear of an existing two story single family home. Pursuant to AMC 30-5.7 (k) and (l), the addition will continue an existing legal nonconforming side yard setback of three feet and six inches (3’-6”) in order to achieve a uniform design and compatibility with the existing structure. The project also involves adding new floor area in the basement of the home by excavating approximately four feet and six inches (4’-6”). A new deck of approximately 188 square feet will be added to the rear lower level of the home. The addition will have a hipped roof that will be approximately six feet (6’) lower than the existing side facing gable roof at the front of the home. All of the new materials will match the existing building. Additionally, two new parking spaces will be added behind the existing attached garage by creating an opening for a new carriage door at the rear of the garage to allow vehicular access behind the garage. The property is located within the R-1, One-Family Residential Zoning District.

 

 

PLN16-0618                     1624 San Antonio Avenue (Action Date 5-22-17)

 

The proposal will bring into compliance work that has commenced without permits under Code Enforcement Case No. X17-0074. The project consists of the addition of living space to an existing single-family home that includes an approximately 711 square foot basement and an approximately 360 square foot two story addition located at the rear of the home. The proposal also includes the removal of a roof mounted chimney and the addition of windows and doors on the side and rear elevations. The new design will utilize features consistent with the original architecture of the home including a new gabled roof, wood double-hung and casement windows, and matching siding. The property is located within the R-1, One-Family Residence zoning district. The property is listed on the Historical Building Study List with an “S” designation.

 

PLN17-0175                     1551 Santa Clara Avenue (Action Date 5-22-17)

 

The project consists of reconfiguring four dwelling units. Two units will be moved from the main level to the ground level by digging out the lower level approximately one foot and seven inches (1’-7”). Seven new windows and two new doors will be added throughout the lower level to accommodate the reconfigured units, including three new windows on the front elevation.  A new door will be added to the front elevation to allow access to a unit on the main level. The overall building footprint will remain the same and the building height will increase by seven inches (7”). The property is listed on the Historical Buildings Study List with a (H) designation. The property is located within the R-4, Neighborhood Residential Zoning District.

RECOMMENDATION:

 

Staff recommends that the Planning Board accept this report.
