Brief description of the subject to be printed on the agenda, sufficient to inform the City Council and public of the nature of the referral:

Ask Council to give staff direction to propose regulations to authorize convenient and safe cannabis businesses in Alameda including dispensaries, cultivation, manufacturing, purity and potency testing labs and quality control facilities, and other activities associated with the medicinal cannabis activities now legally permitted in California, including temporary licenses for recreational cannabis businesses. The proposed regulations should consider:

1. Preferences for owner/operators who currently live in Alameda and have done so for at least three years;
2. Conditional zoning regulations (i.e., not within 600 feet of public and private schools) and potential appropriate locations (e.g., Alameda Point or other business districts); and,
3. Limiting the number of dispensaries and/or places/businesses where people can use cannabis products.

Currently, Alamedans must travel out of town to purchase cannabis which can be challenging and inconvenient for those with medical conditions.
