BACKGROUND

 

Over the past several years, the General Manager, with the approval of the Public Utilities Board (PUB) at Alameda Municipal Power (AMP) has initiated a series of changes to facilitate workforce development.  In support of these goals and to meet the direction and trends of a changing electric industry, staff has been analyzing and making recommendations to ensure that AMP’s workforce is appropriately allocated, classified and compensated.  Staff will bring future workforce recommendations to the PUB and Council for their consideration, respectively, as they are realized.

 

The proposed resolution recommends the following:

                     Add the classification of Utility Distribution Automation Analyst and allocate one new position; and

                     Amend the salary schedule of EUPA to reflect the new title.

The Public Utilities Board adopted the attached resolution recommending the City Council approve the proposed resolution.

 

DISCUSSION

 

Utility Distribution Automation Analyst

As discussed above, AMP has taken steps to update and modernize its business systems.  As part of that effort, it is staff’s intent to create the position of Utility Distribution Automation Analyst which will monitor the health of data networks, including Automated Metering Infrastructure (AMI) and Supervisory, Control, and Data Acquisition (SCADA) and  ensure their proper operation by retrieving, analyzing, reconciling and filing information on the data networks.

 

The Utility Distribution Automation Analyst classification will use a variety of software, including the AMI head end and Meter Data Management System (MDMS) to monitor the performance of the automated distribution infrastructure, as well as diagnose, repair and develop preventive maintenance programs for various network and electrical devices to optimize system performance.

 

The proposed annual salary range for the Utility Distribution Automation Analyst is $85,950-$104,472.

 

Staff has met with EUPA and it is supportive of the recommendations.  Upon Council actions, staff will conduct the recruitment and selection process to fill the new vacant position.

 

Upon approval of the above workforce change, the total position count for AMP will increase by one and will be included in the proposed Fiscal Year 2017-18 budget.

 

FINANCIAL IMPACT

 

The PUB approved funding for the Utility Distribution Automation Analyst position at its May 15, 2017 meeting.  The cost of the position is estimated to be $129,000 and will be included in the budgeted salary and benefits cost in the Fiscal Year 2017-18.  The impact from the addition of the new Utility Distribution Automation Analyst position will be limited to AMP.  No direct impact on the General Fund is expected.

ENVIRONMENTAL REVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, CEQA Guidelines, section 15378(b)(5).

 

RECOMMENDATION

 

Adopt a resolution approving one workforce change at Alameda Municipal Power: add one new position, Utility Distribution Automation Analyst; and amend the salary schedule of Electric Utility Professionals of Alameda (EUPA) to add the classification title of Utility Distribution Automation Analyst, effective June 25, 2017
