BACKGROUND

 

On May 17, 2016, the City Council awarded a contract in the amount of $436,441 to Ray’s Electric for the Park Street Pedestrian Safety project.  This was the final phase of the Park Street streetscape project.  This final portion of the project provided pedestrian improvements at three intersections along the vibrant Park Street business corridor through a collaborative public engagement process.  The three intersections were:  Park Street at Buena Vista Avenue, Park Street at Pacific Avenue, and Park Street at Lincoln Avenue/Tilden Avenue.  On April 4, 2017, the City Council increased the original contract by $22,000, including contingency, for additional installation and adjustment of the utility boxes, sidewalk work and crosswalk striping at Park Street and Buena Vista Avenue and additional installation and adjustment of the utility boxes, sidewalk work and crosswalk striping at Park Street and Lincoln Avenue/Tilden Way, for a total amount of $458,441.

 

DISCUSSION

 

The project was completed in accordance with the plans and specifications, and is acceptable to the Public Works Department.  The final cost for this contract, including all extra work orders, is $456,544.86.

 

FINANCIAL IMPACT

 

The funds were budgeted in the Capital Improvement Program (Project 91029) - Park Street Pedestrian Safety Project.  This project was the final part of the overall Park Street Streetscape Project, which was funded through a combination of Federal Surface Transportation Program (STP) and Transportation, Community and System Preservation (TCSP) Program funds.  Caltrans awarded the City a $283,000 grant from the TCSP Program and the local match for this grant was $153,441 funded through Measure B and BB.  The amendment used $11,000 from the Measure B Fund (Fund 215.1) and $11,000 from the Measure BB Fund (Fund 215.11).  There was no impact to the General Fund.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This project meets the Transportation Element of the City’s General Plan Circulation goal, Plan, develop and maintain a safe, barrier-free and efficient transportation system to provide the community with adequate present and future mobility.

 

Objective # 4.1.1:  Provide for the safe and efficient movement of people, goods, and services and policy 4.1.1.a (1) Continue to identify and improve pedestrian crossings in areas of high pedestrian use where safety is an issue.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under the CEQA Guidelines Section 15301(c) - Existing Facilities and 15304(c) - Minor Alterations to Land In accordance with the National Environmental Policy Act, this project is a Categorical Exclusion under 23 Code of Federal Regulations 771.117(c): Activity (d)(2).

 

RECOMMENDATION

 

Accept the work of Ray’s Electric for the Park Street pedestrian safety project.
