BACKGROUND

On August 3, 2014, the Public Works Department received a resident request to install all-way stop signs, or red curb, at the intersection of Sixth Street and Haight Avenue to address visibility concerns. A location map has been provided as Exhibit 1. Due to limited resources and a backlog of requests, staff was unable to review the item until late 2016.

On January 23, 2017, the Public Works Department sent a notice (Exhibit 2) to all properties within 300 feet of the intersection. We stated that we had reviewed the request, and concluded on the following:
1. Recommendation not to install all-way stop signs, and
2. Proposal to remove one parking space from each corner of Sixth Street at Haight Avenue in order to improve visibility.

On February 6, 2017, the recommendation to not install all-way stop signs was appealed (Exhibit 4) based on "visibility, collision history, traffic volumes, pedestrian volumes, and critical speed." The appellant also provided comments opposing the removal of parking spaces due to high parking demand.

In regards to the proposal for parking removal, there are different ways to improve visibility, and staff wanted to collect comments from the neighborhood to determine appropriate recommendations for the area. Therefore, staff collected comments on the proposal until February 6, 2017.
