BACKGROUND

 

Carlson Barbee & Gibson, Inc. (CBG) has provided civil engineering and surveying consulting services for the redevelopment of the Naval Air Station Alameda (Alameda Point) on behalf of the City of Alameda and the City's previous master developers for over eleven years. As described in greater detail below, the proposed amendment includes a scope of work for legal descriptions and a record of survey for the Phase 3 Navy conveyance and Tidelands Trust exchange, engineering review for Site A and Enterprise District projects, and implementation assistance regarding the Master Infrastructure Plan for Alameda Point (MIP). CBG maintains invaluable knowledge of the Alameda Point property and the unique infrastructure challenges faced by the site from its past experience that can be built upon and leveraged to provide the City of Alameda with cost-efficient and high quality professional services.

 

CBG was founded in 1989 and is a premier engineering firm in Northern California that consists of over 40 professionals. The firm concentrates its efforts and expertise to providing civil engineering services on mixed-use, residential, commercial and institutional development, land development, and redevelopment projects. CBG's project experience is diverse and includes the design and planning of many challenging urban and redevelopment projects including Mare Island and Vallejo Waterfront in Vallejo; East Garrison and The Dunes project at Fort Ord in Monterey; Bay Meadows redevelopment in San Mateo; redevelopment of the Hunter's Point Shipyard in San Francisco; and the redevelopment of the Encinal Terminals, Chipman and Del Monte warehouse sites along the northern waterfront in Alameda.

 

DISCUSSION

 

There are a number of regulatory tasks that must be completed as development at Alameda Point occurs. These efforts require professional civil engineering and surveying services and are a logical continuation of the previous work performed by CBG, since they have worked on related tasks previously, most notably the MIP. The proposed agreement with CBG includes the following services (Exhibit 1):

 

1. Phase 3B Navy / SLC Transfers. CBG will provide legal descriptions and plat maps describing the Phase 3B Navy Conveyance Parcels.  Tasks include updating previously prepared exhibits, preparing legal description and plat maps, preparing a record of survey, and attending relevant meetings.

 

2. MIP Implementation. CBG will provide engineering support to the City on other planning and implementation tasks as new development plans in the Adaptive Reuse and Main Street Neighborhood sub-districts and Veterans Administration’s proposed outpatient clinic advance.  Tasks include assisting with implementing the MIP, reviewing potential developments for consistency with the MIP, preparing infrastructure cost estimates, and attending meetings.

 

3. Site A Engineering Related Tasks. CBG will be working with the Department of Public Works and other consultants to assess MIP consistency of proposed permit applications for Site A; and

 

4. Site B (Enterprise District) Engineering Related Tasks. CBG will also be working with the Department of Public Works, EBMUD, PG&E, AMP and other consultants to assess MIP consistency of proposed development in the Enterprise District.

 

It is recommended that the City Council approve this third amendment to the professional services contract with CBG to increase the contract amount by $174,000 for a total contract amount of $653,500 and to extend the existing term by 18 months. The third amendment, including the scope and budget, as well as the original contract and previous amendments, are attached (Exhibits 1-4).

 

FINANCIAL IMPACT

 

This contract will not have a financial impact on the General Fund. Task #3 above ($35,000) will be funded entirely using cost recovery from permit fees and the remainder of this agreement, $139,000, will come from the City's Base Reuse Department budget (Fund 858 Division 819099). Budget for the contract is included in the Base Reuse Fund (Program 819099).  The project is funded with monies allocated from the Base Reuse Lease Revenue.  The City Council previously approved the original contract and the contract amendments as presented below:

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action will implement the adopted Master Infrastructure Plan for Alameda Point.

 

ENVIRONMENTAL REVIEW

 

For purposes of compliance with the provisions of the California Environmental Quality Act ("CEQA"), a Final Environmental Impact Report (State Clearinghouse No. 2013012043) for the Alameda Point project was certified on February 4, 2014.

 

RECOMMENDATION

 

Authorize the City Manager to amend the agreement with Carlson Barbee & Gibson to add $174,000 for a total contract amount of $652,500 for civil engineering and surveying consulting services for Alameda Point.
