Proclamation Declaring July 18, 2017 as Peter Russell Day. (City Manager 2110)

Whereas, Peter Russell has faithfully and diligently served as the City of Alameda’s expert environmental and hazardous materials consultant for clean-up of the former Naval Air Station Alameda (NAS Alameda) for the last 18 years, since before the base was decommissioned; and
Whereas, Peter Russell has laudably and honorably represented the City’s and the Alameda community’s interest in protecting the health and safety of existing and future residents and employees from past contamination at the former NAS Alameda as part of the Navy’s extensive and complex site remediation process and efforts; and
Whereas, Peter Russell has served as the City’s active participant on the Base Realignment and Closure (BRAC) Base Clean-up Team and the Restoration Advisory Board as an observer and contributor in the Navy’s site remediation efforts; and
Whereas, Peter Russell has been instrumental in developing relationships and working collaboratively with the United States Navy and Environmental Regulators, such as the Environmental Protection Agency, Department of Toxic Substances Control, and the San Francisco Bay Regional Water Quality Control Board to oversee the environmental clean-up efforts and conveyance of 1,564 acres of Navy land to the City; and
Whereas, Peter Russell has contributed his in-depth knowledge and experience about the former NAS Alameda’s environmental contamination and remediation; preparing work products and participating in numerous meetings with the Navy, regulators, and developers; and
Whereas, Peter Russell’s extensive service to the safe and productive reuse and redevelopment of the former NAS Alameda has made him an invaluable asset to the Navy, environmental regulators, development community, and the entire City of Alameda; and
Whereas, the City of Alameda is committed to honoring those individuals who are dedicated to the best ideals of public service, and Peter Russell is one such exceptional citizen.
Now, therefore be it resolved, that I, Trish Herrera Spencer, Mayor of the City of Alameda, do hereby proclaim July 18, 2017 as
Peter Russell Day
and do hereby recognize him on the occasion of his retirement for his outstanding service, leadership, and commitment to the people of Alameda.
