Brief description of the subject to be printed on the agenda, sufficient to inform the City Council and public of the nature of the referral:
1. Adopt a Resolution Condemning the Increased Incidents of Bias, Prejudice, Discrimination, Violence and anti-Semitism (See Attached)
2. Many hate symbols, such as swastikas, are easily recognizable, but other symbols, insignia, and organization names used by neo-Nazis, white nationalists, white supremacists, and other hate groups are not so easily identifiable. Alameda Police Department (APD) Policy 338 (available on the City's Website) requires training on hate crime recognition and investigation. Council requests staff to update the Council on the status of this training and consider training community members (the Social Service Human Relations Board could be a resource here) on how to identify possible hate crimes, possibly using the training provided to APD as a guideline, and timely report them to APD. Further, Council directs the City Manager to periodically report to the Council on the number of incidents in Alameda investigated as possible hate crimes.
