BACKGROUND

On September 2, 2014, the City Council awarded a competitively bid construction contract, including contingencies, to Rosas Brothers Construction for the repair of concrete sidewalk, curb, gutter, driveway, and minor street patching. In awarding the contract, the City Council authorized extensions for up to four additional years. On September 20, 2016, the City entered into the last contract extension with an annual contract amount of $1,162,742.

This contract has helped Public Works make more than seven miles of sidewalk repairs in Fiscal Years 2015-2017. Despite this record setting amount of repairs, the City of Alameda still requires a one-time, $9.5 million investment to completely eliminate the sidewalk repair backlog. This backlog started in 2001 and has grown almost every year until 2013, when the City's funding of sidewalk repairs began to increase.

DISCUSSION

The FY 2016-17 contract has been completed and is acceptable to the Public Works Department. Approximately 109,290 square feet of sidewalk was replaced, 14,931 square feet of 4" driveway was replaced, and 1,121 linear feet of curb was replaced. The final annual contract cost for Rosas Brothers Construction, including extra work orders, is $1,162,741.59.

FINANCIAL MPACT

The project was budgeted in the FY 2015-2017 Capital Improvement Program Sidewalk Project No. 91601 with monies allocated from General Fund (Fund 001), Construction Improvement Tax (...
