Alameda's Continued Participation in the Alameda County HOME Consortium, Authorizing the City Manager to Execute the HOME Consortium Cooperative Agreement with Alameda County and Rescinding Resolution No.15287

BACKGROUND

On July 5, 2017, the City Council adopted a resolution (Resolution No. 15287) approving continued participation in the Alameda County HOME Consortium and authorized the City Manager to execute the HOME Consortium Cooperative Agreement with the County. Since that meeting, County staff has requested a new resolution approving the Cooperative Agreement to meet the Federal Housing and Urban Development Department (HUD) requirement that the Agreement state that consortium members are prohibited from withdrawing from the consortium during the term of the Consortium Agreement (three years). Such action requires a revised Resolution from each participating city. The Consortium Agreement has been revised to meet HUD's requirements and is attached as Exhibit 1.

DISCUSSION

The Consortium members include Alameda County and seven incorporated cities in the County. (Oakland and Berkeley are large enough to receive HOME funds directly and are not included in the Consortium.) Alameda County Housing and Community Development (ACHCD) is the lead agency for the Consortium. In this capacity, ACHCD submits applications and reports, coordinates preparation of the Consolidated Plan, maintains financial and program records, monitors compliance with HOME Program regulations, and staffs the Technical Advisory Committee.
