BACKGROUND

 

Jean Sweeney Open Space Park (Sweeney Park) is a 27-acre park bounded by Constitution Way, Atlantic Avenue, and Sherman Street. The site is the former Alameda Beltline Railroad property that was secured by the City at its original purchase price due the advocacy efforts of long-time resident Jean Sweeney. 

On July 5, 2016, the City Council approved the Jean Sweeney Open Space Park Design Development Plan, which is the detailed design that follows all of the major parameters of the approved Sweeney Park Master Plan.  The Cross Alameda Trail is an off-street bicycle and pedestrian trail that runs the length of the park and is currently under construction.  The next funded phase of Sweeney Park is Phase A, which is the most eastern third of the park.  It is approximately 8-acres beginning at Sherman Street.

On July 5, 2016, City Council also approved a service provider agreement with Macks Craic Inc. (Mack5) for construction management services for several park development projects including Phase A - Jean Sweeney Park, Estuary Park and the Cross Alameda Trail

The approved agreement includes a provision requiring a Notice to Proceed to implement the next phase in the scope of work.  The next and final phase of this agreement is construction of Jean Sweeney Open Space Park - Phase A.  This project is funded from the Land and Water Conservation Fund with matching funds from the developer’s agreement with Tim Lewis Communities in addition to Development Impact Fees (DIF).

DISCUSSION

 

This action is to approve the Notice to Proceed to Mack5 as required by the approved agreement and appropriate the funds for the final phase of Mack5’s construction management services for the Jean Sweeney Open Space Park - Phase A. 

For the last two park construction projects, Mack5 has consistently provided critical project management assistance to plan, manage and coordinate the project construction, help control costs, and manage the schedule and quality during construction.  This is critical to ensure a cost effective, well managed construction project, including the correct document control for grant funding requirements.

 

FINANCIAL IMPACT

 

The Jean Sweeney Open Space Park - Phase A project design and construction is funded by the Land and Water Conservation Fund with matching funds from the Tim Lewis Communities developer’s agreement totaling $4,000,000.  These funds are allocated in the Capital Improvement Program budget, Project 91309.

This action has no effect on the Municipal Code

 

ENVIRONMENTAL REVIEW

 

For this project, on July 15, 2014, the Council adopted a Mitigated Negative Declaration (MND) that identified minimal environmental impacts, and those that were identified are related to the construction period (e.g. dust, construction traffic, etc.).  The MND provides mitigations to minimize those impacts.  The design development plan for this project is consistent with the adopted MND and there will be no new environmental impacts that were not previously evaluated.

RECOMMENDATION

 

Authorize the City Manager to issue a Notice to Proceed with Macks Craic Inc. (dba Mack5) for construction management services for the Jean Sweeney Open Space Park - Phase A in the amount of $191,400 using the Jean Sweeney Open Space Park CIP Project 91309.
