BACKGROUND
In July 2016, the City awarded a construction contract to GoodLand Construction to construct Estuary Park, Phase 1, which includes two synthetic turf athletic fields. As part of this construction contract, GoodLand agreed to install and biannually maintain the synthetic turf for the two athletic fields at Estuary Park for eight years. In Goodland’s bid package, there was a $60,000 line item for maintenance of these fields and GoodLand identified two subcontractors, Field Turf and Valley Precision Grading, to maintain, respectively, the rectangular multi-use field and the baseball field.
DISCUSSION
Once GoodLand completes construction, and the landscape maintenance period expires, these two agreements will require Field Turf (for $16,000) and VPG (for $44,000) to maintain the respective fields twice per year for an eight-year period, which coincides with the manufacturer’s warranty period for the fields. The scope of the work includes a deep grooming to rejuvenate and de-compact infill and remove foreign objects such as dirt, leaves, gum and other debris as well as minor repairs and an overall analysis and inspection of the field and its applicable systems.
The City’s Park Maintenance Division will continue to be responsible for regular daily, weekly and monthly maintenance of the synthetic turf, including grooming, sweeping, and cleaning. The manufacturers will be responsible for any required repairs.
There is a termination provision in the agreements that if either agreement is terminated for cause, the provider (Field Turf or VPG) will be required to reimburse the City for that portion of the compensation that has not yet been earned.
FINANCIAL IMPACT
There is no financial impact from these two agreements because full funding is included in the construction contract with GoodLand Construction, which constructed Estuary Park. Those funds, in the total contract amounts of $16,000 for Field Turf and $44,000 for VPG, will be paid to the City through a Change Order with GoodLand Construction. The City will then pay those lump sum amounts directly to Field Turf and VPG in anticipation that the services will be performed.

This action is exempt from the California Environmental Quality Act (“CEQA”) pursuant to Section 15301 of CEQA Guidelines (Operation of Existing Facilities).
RECOMMENDATION
Authorize the City Manager to execute an eight year agreement with a total compensation of $16,000 with Field Turf and an eight year agreement with a total compensation of $44,000 with Valley Precision Grading for biannual maintenance of synthetic turf fields at Estuary Park.
