Since the last regularly scheduled Planning Board meeting, the following applications have been reviewed by staff, and public notices have been sent to solicit neighborhood input.  Decisions on these applications will be made on the dates noted below, which typically coincides with a Planning Board meeting date.  Staff will provide an update at the Planning Board meeting during Staff Communications if changes to the status of any project occur.  Decisions become final unless a member of the public files an appeal during the 10-day appeal period immediately following the decision date.  The Planning Board or City Council may also call for review a staff decision during this appeal period.  All appeals and call for reviews will be heard the Planning Board.

 

Zoning Administrator Hearing Items

1201 Harbor Bay Parkway - PLN17-0402 - Administrative Use Permit and Design Review - Applicant: HKS Architects, Inc. A public hearing to consider a Use Permit to install a screened mechanical equipment yard, and Design Review to modify the site plan, replace windows and make other minor modifications to the building’s exterior. This project is a part of new tenant improvements to modify an existing building for a secured laboratory facility of the U.S. Government Food and Drug Administration. An emergency generator and three chiller units will be located in the proposed mechanical equipment yard and will be screened for visual and sound impacts by a masonry wall with louvered metal panels. The property is located within the CM-PD (Commercial Manufacturing - Planned Development) Zoning District. This project is categorically exempt from the California Environmental Quality Act (CEQA) per Section 15301 - Existing Facilities.

922 Lafayette Street - PLN17-0453 (Action Date 10-16-17)

 

The project consists of the removal of a Coast Live Oak Tree located in the front of an existing single family home. The primary root structure of the tree will be compromised due to excavation for a new foundation for the home. A certified arborist has inspected the tree and determined that the loss of any large roots along the foundation is likely to result in a safety liability. The property is listed on the Historical Building Study List with an “S” designation. The project consists of the expansion of an existing four-unit two-story residential building.  The proposed addition will also be two-stories, will be located at the front of the existing building, and will expand the total floor area of the four-unit building by 2,985 square feet to a total of 6,251 square feet.  Each individual unit will be increased in size by a maximum of 748 square feet.  General Plan: Medium-Density Residential Zoning: R-4 (Neighborhood Residential) Zoning District.  Environmental Determination: Exempt, Section 15301 - Existing Facilities. 2605 Otis Drive - PLN17-0446 (Action Date 10-16-17)

 

The project consists of a two story addition to an existing single family dwelling. The addition on the ground floor will accommodate an attached garage and the second story addition of approximately 573 square feet will be over the new garage and a portion of the home. The project consists of addition and alterations to a split-level home including a 514 sq. ft., two-story addition at the rear to enlarge kitchen and add master bedroom and balcony at the second floor. The addition will extend 8 feet to the rear and will be 16 feet wide. The building height will increase by approximately 4 feet to a height of 24’6”.  General Plan: Low Density Residential. The project consists of the replacement of wood shingle siding on the second floor level with siding that matches the existing horizontal wood siding on the ground floor. The project also consists of the removal of one window on the south elevation and the replacement of twenty-four windows around the building.
