BACKGROUND

 

In January 2015, the City added an Administrative Services Coordinator position to provide support to both the Community Development Department and the City Manager’s Office. In the Community Development Department, this position was responsible for supporting the City’s Human Relations Board (SSHRB) and the Alameda Collaborative for Children, Youth and their Families (ACCYF). In the City Manager’s Office, this position acted as the resiliency coordinator and assisted with the City’s disaster preparedness program. The working title for this position was Community Development and Resiliency Coordinator. 

 

As part of Fiscal Years 2017-18 and 2018-19 Budgets, the position was budgeted full-time in the Community Development Department and the job duties associated with the disaster preparedness were eliminated from the position.

 

In approving the change, the Council recognized the increased work load associated with several Council policies including re-affirmation of the City as a Sanctuary City and directing staff to engage more directly in coordination of services and support to immigrants and refugees, as well as directing staff to review the City's homeless programs and policies and make recommendations about how the City can continue to address homelessness. 

 

The incumbent who has filled the position since it was created in 2015 has recently announced his retirement. The City has now started the process to fill the position. The first step in the recruitment process is to review the job description.  Through the review process, staff determined that the job duties as outlined in the job description for Administrative Services Coordinator no longer represent the duties of the position. As such, the Community Development and Human Resources Departments jointly recommend reclassifying the Administrative Services Coordinator position in the Community Development Department to a Management Analyst position in order to better represent the duties that need to be performed by the position as intended. 

 

DISCUSSION

 

The retirement of the incumbent currently filling the position of Administrative Services Coordinator (Community Development and Resiliency Coordinator) has provided the opportunity to re-evaluate whether the position is meeting the needs of the City.  Staff is recommending that the position be reclassified from an Administrative Services Coordinator (ASC) position  to a Management Analyst position in order to look at different ways the City can continue to maximize its provision of social services to the most vulnerable in the community.  

 

The ASC position is the City's highest level para-professional position and the Management Analyst position is the City's entry level professional position.  While there is some overlap in the job descriptions and pay scales, a Management Analyst position is more suited to the autonomy and ever evolving nature of this position.  As the City Council has continued to increase its commitment to social services for the homeless, immigrants and refugees, the work load is changing to include more analysis, critical thinking, and research skills to develop and recommend best practices in these policy areas.

 

In addition, social services have been expanding to include job training and development work including the annual AUSD/City Youth Career Pathways and Jobs Fair and the City's annual job fair.  Lastly, the Alameda Sister City program has become much more active over the past 12 months, with the adoption of several new Sister Cities, and additional Sister Cities in the queue for consideration.  It is anticipated that responsibility to administer the Sister City program will be placed on the Management Analyst position. This will allow the workload within the Community Development Department to be more equally distributed.

 

The salary range for the Management Analyst position is 10% higher than an Administrative Services Coordinator position.  Neither position is eligible for overtime.

An open, competitive recruitment will be conducted to fill the Management Analyst position.

 

FINANCIAL IMPACT

The reclassification of the Administrative Services Coordinator position to Management Analyst position is not anticipated to have financial impact to the recently approved Department Budget. The total cost of the change is estimated at $9,500 in Fiscal Year 2017-18 and $10,000 in Fiscal Year 2018-19. The Community Development Department will absorb this increase within its existing budget.

This action is consistent with the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  See CEQA Guidelines, section 15378(b)(5).
