BACKGROUND

On April 28, 2017, the Governor signed Senate Bill No. 1 (SB1) to address basic road maintenance, rehabilitation, and critical safety needs on the state's highways and local streets and roads. SB1 provides for the deposit of various funds for the program in the State's Road Maintenance and Rehabilitation Account (RMRA), including additional revenues from a $0.12 per gallon increase in the motor vehicle fuel (gasoline) tax and 50% of a $0.20 per gallon increase in the diesel excise tax. Both of these revenue enhancements include an inflation adjustment in future year, and each took effect on November 1, 2017.

Beginning August 16, 2017 and in the last few months, the California Transportation Commission has adopted various reporting guidelines for jurisdictions receiving this funding. Jurisdictions are required to submit a list of projects to be funded with RMRA during the fiscal year, and have that list adopted by resolution at a public meeting.

DISCUSSION

The City of Alameda's 2017-19 Capital Improvement Program (CIP) Budget accounted for increased RMRA revenue of $447,922 and allocated this revenue to the City's annual resurfacing and sidewalk repair projects. Approval of the resolution accompanying this item will ensure that the City of Alameda receives the State of California's first apportionment of this revenue in early 2018, and each of these projects will be funded as planned in the capital budget.
