BACKGROUND

On October 12, 2017, the Recreation and Parks Commission reviewed and discussed the proposed Recreation and Parks Department 2018 User Fee Schedule. The Commission approved the following motion with four amendments:

"That the Recreation and Park Commission adopt the 2018 Recreation and Park Department User Fee Schedule as presented with the 4 approved amendments and that this group reserves the right to revisit the fees once the field, swim and athletic facilities allocation policies are approved. Amendments:
1) Amend the Alameda Point Gym league games and tournaments to both be $125/hr. for the entire facility.
2) Increase the non-resident fee for Estuary Park Synthetic Turf Adult League to $900/per team
3) Increase the non-resident fee for Harrison Center and Krusi Center to $160/hr.
4) Increase Sunday Open Gym fee to $8 for 3 hours instead of $6 for 3 hours

At the November 9, 2017 meeting, in the Recreation and Parks Director's Report, and in an effort to be as transparent as possible, I reported I was providing the Commission recommended amendments to City Council in addition to staff recommendations to keep the Estuary Park Synthetic Turf Adult League at the original recommendation of $800 per team for non-residents; and to adjust the Open Gym fee to $6 for residents and $8 for non-residents for three hours. In addition, I explained that I was also recommending to City Council, to increase most rental and program activities by 3% as a one-time increase in order to recoup transaction fees for a new, user-friendly web-based registration system and that it excluded all athletic facility fees and deposits.
