BACKGROUND

 

In January of 2006, the City entered into a Concession Agreement with Tom Geanekos to be the sole provider of food and beverage services at the Chuck Corica Golf Complex.  The restaurant is known as “Jim’s on the Course”.  After taking over the operations, Mr. Geanekos improved the overall quality of the restaurant resulting in the increased number of patrons visiting the facility from both the golf community as well as residents from the surrounding neighborhoods. 

 

On March 1, 2016, the City entered into a new Concession Agreement with Jim’s on the Course (Concessionaire) to provide food and beverage service at the Chuck Corica Golf Course.  That agreement included improvements to the existing restaurant facility as well as restaurant improvements and the addition of an enclosed patio for golf banquets and events.

After the Concession Agreement approval, the golf complex operator, Greenway Golf, and Jim’s on the Course owners began collaborating on the event center and developed a revised concept to better serve the golf community.  An Amendment to the Concession Agreement is required because the footprint that the Concessionaire is responsible for, has changed.

On April 12, 2016, the Golf Commission recommended approval of the revised conceptual plan that included an event center located between the restaurant and driving range; a smaller enclosed patio; and an extended outdoor patio seating area.

On May 12, 2016, the Recreation and Parks Commission recommended approval of the revised event center conceptual plan.

On July 12, 2016, the Golf Commission recommended approval of the final design for the Jim’s on the Course improvements for the patio area and event center.

 

On October 23, 2017, the Planning Board approved the use permit and design review for an approximately 4,000 square foot prefabricated tent structure to be used as an event center and located adjacent to the Jim’s on the Course Restaurant at the Chuck Corica Golf Complex.

 

DISCUSSION

There has been significant discussion and review of the revised design for the Jim’s on the Course event center.  This revision was a collaborative effort between Greenway Golf, Jim’s on the Course and City staff to provide the best option for golf banquets and overall event space for Alameda residents.  The Concessionaire’s updated plan includes a larger open-air patio area, smaller enclosed patio and a new event center located between the restaurant and driving range.  This plan shifts the golf tournament food and beverage service to the event center, rather than the enclosed patio, adjacent to the restaurant. 

The event center will be a fully enclosed semi-permanent structure built with metal framing featuring glass windows, heating and air conditioning, restrooms, and banquet standard flooring and lighting fixtures.  This facility will seat 200 people and will provide a conducive space for golf tournament dinners, events, and other activities. 

 

The revised layout includes a smaller enclosed patio for expanded seating area for the restaurant with an additional 75 seats.  This design also includes a larger outdoor patio, to create a social area for golfers and non-golfers with fire pits, seating and a fountain and new large putting green.  The existing memorial will be retained, but moved slightly farther away from the restaurant. The updated plans, location and layout of the event center will better connect the golf complex facilities and creates a flow between Jim’s on the Course, the putting green, patio and cart path. 

The Concessionaire has already made interior improvements to the restaurant, as required by the Concession Agreement, and continues to make additional improvements.

The Concession Agreement amendment retains all terms of the Concession Agreement approved by the City Council in March 2016.  The only change is to amend all references to the enclosed patio of the event center.  An amendment is required because the footprint that the Concessionaire is responsible for, has changed.

FINANCIAL IMPACT

 

There is no financial impact from approval of this Concession Agreement amendment.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This action has no effect on the Municipal Code.

 

ENVIRONMENTAL REVIEW

 

Approval of this amendment is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301, as it involves a minor alteration of an existing facility involving negligible expansion of use.

 

RECOMMENDATION

 

Adopt a resolution amending the 15-Year Concession Agreement, with a 10-Year Renewal Option, with Dialemi, Inc. (known as Jim’s on the Course), for the Provision of Food and Beverage Service at the Chuck Corica Golf Complex.
