Re: Review the Rules of Order for City Council Agendas and Meetings
BACKGROUND
On May 2, 2017, Councilmember Matarrese brought forward a referral (Exhibit 1) on the rules of order for City Council agendas and meetings. The City Council directed that the Open Government Commission and a Council subcommittee of Councilmembers Ezzy Ashcraft and Oddie review the rules. The pertinent portion of the minutes is attached as Exhibit 2.
DISCUSSION
Councilmembers Ezzy Ashcraft and Oddie reviewed the rules and came up with a list of items to be addressed (Exhibit 3), including considering using Rosenberg’s Rules of Order (Exhibit 4). The Commission is to review the rules of order.
FINANCIAL IMPACT
There is no financial impact from reviewing the rules of order.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
Municipal Code 2-1.7 addresses Rules of Order, which are to be set by resolution.
ENVIRONMENTAL REVIEW
This action is not a project for the purposes of the California Environmental Quality Act (CEQA) under CEQA Guidelines section 15061 (b) (3) as there is no possibility that this action may have a significant effect on the environment.
RECOMMENDATION
Review the rules of order.
