BACKGROUND

 

As required by the 2011 Ferry Service Operations Transfer Agreement between the City and the Water Emergency Transportation Authority (WETA), the City maintains the Main Street Ferry Terminal (MSFT) landside assets at the direction of WETA.  Public Works staff supervises the maintenance activities, including security patrol services for the terminal building and paved parking areas. The existing security patrol services contract has now expired.  In addition to continuing security services at MSFT, WETA desires the City extend security patrol services to Lot O (behind the former Officers’ Club) on the south side of Main Street.

 

DISCUSSION

 

On November 29, 2017, Public Works issued a Request for Quotations (RFQ) for Alameda Main Street Ferry Terminal Security Patrol Services. To solicit the maximum number of proposals, the RFQ was posted on the City's web page and published in the Alameda Journal. The RFQ due date was December 14, 2017 and four contractors submitted bids: The bids are as follows:

After reviewing the bids, conducting contractor reference checks, and conferring with WETA, staff recommends awarding the contract to ABC Security for the bid amount of $89,204.04 plus a 15% contingency of $13,380.61 for a total contract amount of $102,584.65.  Use of contingency is not guaranteed and will be at the sole discretion of the Public Works Director or his designee for work not originally anticipated. The RFQ specified that the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. A copy of the contract is attached as Exhibit 1.

FINANCIAL IMPACT

 

The primary funding source for this project will be a reimbursement from Water Emergency Transportation Authority (WETA).  The funds for this project are budgeted in Capital Improvement Program Project No. 91816.  The total remaining project balance to date is $870,000, which is sufficient to award this contract.  There is no impact to the General Fund.

The California Environmental Quality Act (CEQA) applies only to projects which have the potential for causing a significant effect on the environment.
