Re: Review the Rules of Order for City Council Agendas and Meetings
BACKGROUND
On February 5, 2018, the Open Government Commission addressed Rules of Order for City Council meetings and formed a subcommittee to return after additional review.
DISCUSSION
Commissioners Dieter and Little drafted a list of recommendation (attached as Exhibit 1) and also provided a City of Los Angeles Neighborhood Council's Rosenberg's Rules of Order at a Glance (Exhibit 2).
One of the matters the Commission subcommittee raises pertains to Council referrals. The City Council first approved the referral process on December 4, 2007 (staff report attached as Exhibit 3). At the April 18, 2017 meeting, the current City Council approved a revised referral form (attached as Exhibit 4), which includes specific language that allows Council to take dispositive action on referrals. It states:
"The Council can take any of the following actions:
1) Take no action.
2) Refer the matter to staff to schedule as a future City Council agenda item.
3) Take dispositive action if sufficiently noticed such that the public and Council have been provided sufficient information by the published agenda, and no formal published notice of a public hearing is required."
The Commission is to review the Rules of Order.
FINANCIAL IMPACT
There is no financial impact from reviewing the Rules of Order.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
Municipal Code 2-1.7 addresses Rules of Order, which are to be set by resolution.
ENVIRONMENTAL REVIEW
This action is not a project for the purposes of the California Environmental Quality Act (CEQA) under CEQA Guidelines section 15061 (b) (3) as there is no possibility that this action may have a significant effect on the environment.

Review the Rules of Order.
