Re: Adoption of Resolution Supporting Proposition 68, the Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 (June 5, 2018 $4 Billion General Obligation Bond)

BACKGROUND

Senate Bill (SB) 5 placed a $4 billion bond on the June 2018 statewide ballot for parks, water, and climate and environmental programs. If approved by voters, SB 5 would create funding for local governments like Alameda for local park improvements and will allow the City to be eligible for numerous grants to fund water, local parks, and coastal and climate resiliency projects.

Of the $4 billion bond, $1.283 billion would go to parks. This includes $200 million for per capita grants to cities, counties and park districts for local park improvement and rehabilitation. Alameda would receive $200,000 from this allocation of funds. Water funding totals $1.19 billion, and Climate and Environmental Programs $1.547 billion.

DISCUSSION

Supporting this measure by resolution is consistent with the City's adopted 2018 Legislative Agenda, which supports legislation that supports the development, expansion, and maintenance of Alameda parks. The Legislative Agenda offers additional support for local funding allocation in State Park Bonds, and State, County, and Federal funding for park development, infrastructure, and maintenance.

FINANCIAL IMPACT

There are no direct fiscal impacts associated with this action.
