Staff would like to thank the Social Service Human Relations Board (SSHRB) for participating in the application review for the CDBG FY 18-19 funding cycle. All applications that were submitted through the CDS system are summarized below.


Public Services funding is capped at 15% of the annual CDBG entitlement amount plus the previous year's program income. In FY17-18, the City of Alameda received a grant for $1,053,123 and is expected to receive approximately $150,000 in program income for a total CDBG budget of $1,203,123. Assuming that the award for FY18-19 is the same as it was for FY17-18, this would result in a total allocation of $180,468 for public services. Until the federal budget is approved, the CDBG allocation for Fiscal Year 18-19 is unknown. Staff recommends that SSHRB make recommendations assuming the same level of funding as received in FY17-18, and that the recommended funding allocations be adjusted on a pro rata basis after the CDBG allocation for FY 18-19 has been published.

* Please note that as an entitlement jurisdiction that receives federal funds, the City is required to comply with HUD Fair Housing requirements. Therefore, staff recommends $15,000 to fund the City's Fair Housing Program through a contract with ECHO Housing. In addition, $18,556 is proposed to fund the Eden I&R 211 Information and Referral Program. This amount reflects the City's portion of a County-wide social services referral service. The funding for ECHO and Eden I&R is subtracted from the Public Services estimated allocation of $180,468, leaving $146,912 to be allocated among the remaining public services. The remaining 5 applications were reviewed by the members of SSHRB. The Application Evaluation Summary is attached as Exhibit A.
