Initiate and Begin the Process with the Planning Board to Propose Revisions to the Ordinance and Code Sections Defining Alameda's Inclusionary Housing for Residential Development.

Following CC direction, move forward with implementation (revised ordinances, regulations, policies, etc.) 

Council workshop conducted on Sept 19, 2017.  Planning Board approved the Annual Report on March 12, 2018.  Staff will bring the 2017 Housing Element Annual Report to City Council on April 3.  As part of the Annual Report, staff will provide an update on the City’s Inclusionary Zoning program.

Have the Social Service Human Relations Board (SSHRB) Review City Policies and Procedures for Aiding Alameda’s Homeless in Order to Make Recommendations to the City Council for Policy Revisions and Additions.

-Pursuing a Bloomberg Challenge Grant to support homelessness efforts.  Application for Phase 1 submitted on 10/20/17.  Notified on March 1, did not move on to Phase 1. -City submitted an Unsheltered Homeless Immediate Impact Grant to Alameda County on Dec. 20.  Board of Supervisors to consider grant awards on March 27. -Staff, in partnership w/Wilma Chan’s office, has hosted several meetings re-establishing a Winter Warming Shelter. 

 Staff and the Working Group presented the draft Report on Homeless Policies and Procedures to the SSHRB on February 22nd.  SSHRB unanimously recommended that the City Council adopt the Report.   Based on SSHRB’s recommendation, the report has been forwarded to the City Council for consideration at its March 20 meeting. City Council adopted the report and amended the General Fund budget to fund key program recommendations. Completed.

**Cannabis Dispensaries for medicinal use

Ordinance regulating cannabis business activities is now three ordinances, smoking, cannabis business regulation and land use amendments.    Development of RFP process, taxation analysis, preparation of forms, and promulgation of implementing regulations will be next steps.

Completed all necessary ordinances.     Council reviewed RFP for cannabis business licenses on March 6, revised RFP will come back to Council April 17.

Direct Staff to Conduct a Workshop Involving the City Council, Water Emergency Transportation Authority (WETA), San Francisco Bay Conservation and Development Commission (BCDC), AC Transit and Other Relevant Groups regarding recently implemented Harbor Bay Ferry Terminal Parking Solutions

WETA to survey riders for best time to hold joint workshop.  Potentially hold 2 workshops, one on Bay Farm Island and the other on the West End (Main Street Terminal).

After 2017 data is available, staff will prepare a report on crime in Alameda, including trends, what is being done to reduce crime, and additional steps that can be taken.  Report will be presented at public workshop in 2018.
