BACKGROUND
The final phase of the traffic signal upgrades along the Park Street corridor between Blanding Avenue and Encinal Avenue will be completed with this contract. Construction work includes amending traffic signal timing sequence, installation of pedestrian push buttons (Americans with Disability Act (ADA) compliant), advance warning system, and emergency vehicle preemption. It also includes a transit signal priority system, which provides advance green indication to allow for these vehicles to move first and converting signal operation from fixed time to on-demand via installation of video detection system, which is one of the most effective tools of reducing pollutant emissions and reducing overall traffic delay in the corridor. Traffic signal equipment upgrades will be done at the following intersections:
1. Park Street and Blanding Avenue
2. Park Street and Clement Avenue
3. Park Street and Buena Vista Avenue
4. Park Street and Tilden Avenue
5. Park Street and Santa Clara Avenue
6. Park Street and Central Avenue
Staff conducted an outreach meeting for this project on March 5, 2015 to obtain the public interest in traffic signal upgrades along the Park Street corridor between Blanding Avenue and Encinal Avenue. Staff received full support from the public and the members of the Downtown Alameda Business District (DABA).
DISCUSSION
To solicit the maximum number of bids and the most competitive price, plans and specifications were provided to 17 separate builders exchanges throughout the Bay Area. A notice of bid was published in the Alameda Sun. Bids were opened on January 30, 2018. Three contractors submitted bids. The list of bidders from lowest to highest for total project cost is as follows:

Public Works staff contacted several references provided by the lowest bidder and received positive feedback on the ability of the company to meet the project requirements and the quality and timeliness of their work. Staff recommends awarding a contract to Ray’s Electric for a total amount of $333,080, which includes a 10% contingency in the amount of $30,280. The contractor is not guaranteed any of the contingency amount, and use of the contingency will be at the sole discretion of the City for work not originally anticipated in the Plans and specs. The specifications also inform the successful bidder that they shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. The contract is attached as Exhibit 1.
FINANCIAL IMPACT
The funds are budgeted in the Public Works Department account for the Capital Improvement Program (91170) - Park Street Corridor Safety and Operations Improvement which is funded through the federal Highway Safety Improvement Program (HSIP) and Transportation for the Clean Air Fund (TFCA) funds. Caltrans has awarded the City $607,000 from HSIP and $191,000 is provided as a match from the TFCA for a total project cost of $798,000. There is no impact to the General Fund.

This project meets the Transportation Element of the City's General Plan <http://alamedaca.gov/community-development/planning/general-plan>’s Circulation goal, Plan, develop and maintain a safe, barrier-free and efficient transportation system to provide the community with adequate present and future mobility.
Objective # 4.1.1: Provide for the safe and efficient movement of people, goods, and services; Objective # 4.1.3: Preserve mobility for emergency response vehicles and maintain emergency access to people and property, and Objective # 4.1.5: Consider the transportation needs of the community, including those with limited mobility options.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under the CEQA Guidelines Section 15301(c) - Existing Facilities and 15304(c) - Minor Alterations to Land In accordance with the National Environmental Policy Act, this project is a Categorical Exclusion under 23 Code of Federal Regulations 771.117(c): activity (d)(2).
