Re: Adoption of Resolution Approving Parcel Map No. 10782 - A Parcel Map for the Proposed Subdivision of Three Parcels at 1955, 2065, and 2095 North Loop Road into Four Parcels.

 

BACKGROUND

 

On February 12, 2018, the Planning Board adopted a resolution recommending approval of Parcel Map No. 10782 to allow the subdivision of three existing parcels, totaling 8.95 acres in size, to create four parcels, and conditionally approved a Final Development Plan and Design Review to allow the construction of four commercial buildings totaling 140,100 square feet on four separate parcels in the Harbor Bay Business Park.

 

DISCUSSION

 

The subdivider has presented a final parcel map to the City that proposes the subdivision of three existing parcels into four parcels for construction of four commercial buildings on separate parcels.  The procedures for approval of a parcel map are set forth in the Subdivision Map Act and Alameda Municipal Code (AMC) section 30-78.5, which requires the map to be examined and checked for compliance with the AMC and the Subdivision Map Act.  The City Engineer has determined that the final Parcel Map complies with the Subdivision Map Act and the AMC, and is technically correct and in compliance with the tentative parcel map.  Approval of the Parcel Map is a ministerial action by the City Council.

 

FINANCIAL IMPACT

 

There is no impact to the General Fund since all of the improvements are private and will be constructed by the subdivider and maintained by the property owner.

 

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

 The Parcel Map conforms to all the requirements in Government Code sections 66410 et seq. (Subdivision Map Act), the AMC, and California Environmental Quality Act (CEQA).

 

ENVIRONMENTAL REVIEW

 

In accordance with CEQA, approval of Parcel Map 10782 is a ministerial action that is exempt from the requirements of CEQA pursuant to Public Resources Code section 21080(b)(1) and CEQA Guidelines section 15268.  As a separate and independent basis, the Council action on the Parcel Map is exempt from CEQA pursuant to CEQA Guidelines section 15315, Minor Land Divisions.  Therefore, no further environmental analysis is required.

 

RECOMMENDATION

 

Adopt a resolution approving Parcel Map No. 10782 - a parcel map for the proposed subdivision of three parcels at 1955, 2065, and 2095 North Loop Road into four parcels.
