The Public Art Commission will hold a public meeting to consider ideas for reprogramming cultural arts and arts monies not recommended for funding through the recent RFP process

 

 

BACKGROUND

 

In August of 2017, the Public Art Commission (“PAC”) approved a Request for Proposals (“RFP”) to provide $87,500 of Fund monies for cultural arts and arts programming in Alameda. There was one award available in each of the following award categories: $35,000, $25,000, $15,000, $7,500 and $5,000. At that same meeting, a selection panel was established to review the proposals. The RFP was released on September 21, 2017, and 14 Cultural Arts and Arts Programming proposals were received by the deadline of December 19, 2017.

 

The selection panel met to review proposals in late January 2018, and recommended that the PAC fund proposals at the $35,000, $25,000 and $7,500 award levels. The Selection Panel did not recommend funding proposals at the $15,000 and $5,000 award levels.

 

At PAC’s February 28, 2017 meeting, PAC held a public hearing to review and consider the selection panel’s recommendations and receive public comments for awarding Cultural Arts and Arts Programming proposals. After receiving public comments and discussing the selection panel’s choices, PAC supported the Panel’s recommendations and recommended the following projects to City Council for acceptance and appropriation of the requested funding:

 

                     $35,000 Award Category - Rhythmix Cultural Works

                     $25,000 Award Category - West End Arts and Entertainment District

                     $7,500 Award Category - Sacred and Profane

City Council will consider PAC’s recommendation for acceptance and appropriation of funds as described above on April 17, 2018.

 

DISCUSSION

 

Staff is seeking input from PAC and the public on alternatives for reprogramming unused Cultural Arts and Arts Programming funding from the $15,000 and $5,000 award levels.

 

The selection panel provided feedback during its deliberations that it would have liked more flexibility in awarding funds. In releasing a new RFP, PAC could do the following:

                     

                     Release a new RFP in the same form as the original one at the $15,000 and $5,000 award levels.

                     Release a new RFP in the same form as the original one with new award levels, such as one of the following:

o                     Four - $5,000 award levels

o                     One - $10,000 award level and two - $5,000 award levels

o                     Two - $10,000 award levels

o                     One - $20,000 award level

                     Change the RFP to allow the selection panel to interview proposers. This would include set questions that the panel would ask the proposers. These questions would not be released ahead of time to the proposers.

                     Change the RFP to allow proposers to refine their proposals based on written feedback from the selection panel.

                     Change the RFP in any other way, based on discussion and public input.

Staff is requesting that the PAC take public comment and input on ideas for reprogramming the unused funding, discuss ideas and provide direction to staff regarding next steps for reprogramming these unused funds.

 

ENVIRONMENTAL REVIEW

 

Reprogramming of cultural arts and arts programing funds not awarded through the RFP process is not a project under the California Environmental Quality Act.

 

PUBLIC NOTICE AND COMMENTS

 

The meeting was advertised in the newspaper and posted on the City website.

 

RECOMMENDATION

 

Staff recommends that the PAC provide feedback and direction on the reprogramming of cultural arts and arts monies not recommended for funding through the recent RFP process.
