BACKGROUND

The Alameda Recreation and Parks Department (ARPD) coordinates, allocates, and permits the use of all City Athletic Fields, AUSD Swim Centers, and the Alameda Point Gymnasium. The Facility Allocation Policy provides the guidelines for how ARPD schedules these facilities.

Currently, there are two separate athletic facility allocation policies that have many similarities. One is the Field Facility Allocation Policy and Procedures which was created in 2006. The policy was revised in 2010. The second policy is the Gym Allocation policy, which sets forth guidelines for use at the Alameda Point Gymnasium and was created in 2006. These policies outlined the general operating procedures and practices that had been in place for many years.

In fall of 2017, ARPD staff began drafting a new Athletic Facility Allocation Policy to clarify procedures and to be compliant with the state law, the Fair Play In Community Sports Act (AB2404). The Fair Play Act requires that girls be provided opportunities for participation at public athletic facilities that are equal, both in quality and scope, to those provided to boys, or until the community's needs have been met.

This proposed policy will replace both the existing facility Allocation Policy and Gym Allocation policy with the intent of streamlining and standardizing the process for all athletic facilities owned and managed by ARPD. This policy also supports ARPD's goal of making recreational facilities available to the widest range of Alameda residents.
