BACKGROUND
On September 6, 2016, the City Council amended the contract with Ranger Pipeline Inc. to increase the contract amount by $4,504,757.51, including contingency, for Cyclic Sewer Rehabilitation Project, Phase 13, No. P.W. 05-16-08. The project rehabilitated approximately 2.4 miles of sewer main, associated manholes, and lower laterals. The locations were prioritized for replacement based on condition and environmental consequences. The locations are as follows:
• Broadway, Encinal Avenue to Otis Drive
• Pacific Avenue, Benton Street to Grand Street
• Webster Street, Buena Vista Avenue to Ralph Appezzato Memorial Parkway
• Santa Clara Avenue, Court Street to High Street and Willow Street to Walnut Street
• Central Avenue, Fernside Boulevard to Eastshore Drive
• Hawthorne Street, San Antonio Avenue to lagoon end
• Lincoln Avenue, Grand Avenue to Minturn Street
• Roosevelt Drive
• Cornell Drive, Marina Drive to Fernside Boulevard
• Versailles Avenue, Calhoun Street to lagoon end
• Spot repairs, as needed
Completion of this work is required for compliance under Final Consent Decree for Consolidated Case Nos. C 09-00186-RS and C 09-05684-RS.
DISCUSSION
The project was completed in accordance with the plans and specifications, and is acceptable to the Public Works Department. The final cost for this contract, including all extra work orders, is $3,970,123.10. This is a savings of $534,634.40.
FINANCIAL IMPACT
The project is budgeted in the Capital Improvement Program (Project No. 9950217), with monies from the Sewer Enterprise Fund (Fund 602). There is no impact to the General Fund.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
This action does not affect the Municipal Code.
ENVIRONMENTAL REVIEW
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301(b), Existing Facilities.
RECOMMENDATION
Accept the work of Ranger Pipeline Inc. for cyclic sewer rehabilitation project, Phase 13, No. P.W. 05-16-08.
