BACKGROUND

On March 9, 2018 City Council met in closed session and placed the City Manager on paid administrative leave.

DISCUSSION

On March 20, 2018, the Council met with Elizabeth D. Warmerdam, Assistant City Manager, in closed session to discuss the Acting City Manager position. The Council voted to offer the position of Acting City Manager to Warmerdam effective March 10, 2018 subject to City Council approval of an agreement outlining the terms and compensation for the appointment. Key terms are a salary of $257,403 annually and a 12 month right to return to her previous position as Assistant City Manager. Warmerdam will serve in this position until June 30, 2018. The City and Warmerdam can agree to an extension at that time. A copy of the agreement is attached to this report (Exhibit 1).

FINANCIAL IMPACT

Funds for this position are already included in the City Manager's department budget in the General Fund. No additional funds are required.

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

This action does not affect the Alameda Municipal Code.

ENVIRONMENTAL REVIEW

This activity is not a project and is exempt from the California Environmental Quality Act (CEQA) pursuant to section 15378(b)(4) of the CEQA guidelines, because it involves the governmental fiscal activities which does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.
