BACKGROUND

 

The City Clerk position serves at the will of the City Council.  The current City Clerk has been with the City since October of 2001. On April 3, 2018, City Council met in closed session to conduct performance evaluations for the City Clerk and City Attorney. As part of this closed session the Council voted to increase the City Clerk’s salary to $188,609 annually. This is the same salary paid to EXME Department Directors who are scheduled to work 36 hours a week.

 

DISCUSSION

 

The City Clerk is responsible for all operations of the City Clerk's Office with responsibility for the planning, organization, general administration, financial management and effective operation of the department.  This includes managing municipal elections, preparation of City Council agendas and minutes, maintenance and indexing of official City records including a records management program, enforcement of pertinent laws such as those relating to elections and campaign financing disclosure and supervision of the staff in the City Clerk’s office.

 

The City Clerk’s responsibilities and programs have increased over the years to now include: cable studio management; Sunshine Ordinance implementation and oversight; closed session minutes; Open Government Commission staffing; administration of the agenda management, civil marriages, and, most recently, passport processing and electronic filing of Statements of Economic Interests and Campaign Disclosure Filings.

 

The increase in salary will provide the City Clerk with a salary comparable to other City department directors and recognize the responsibility and work associated with the additional duties that have been added to the position since the current incumbent was hired.  The salary for City Clerk was last reviewed and adjusted by City Council to be comparable to other department heads in 1988.  The salary then remained flat causing it to fall behind other department head salaries.  While this position has been eligible in recent years for negotiated increases, the salary has remained below other department heads.

 

FINANCIAL IMPACT

 

The impact of approving the amended employment agreement for the current fiscal year is approximately $10,000.  There are funds available in the City Clerk’s budget to cover these costs. Future years’ impacts will be included in those budgets.

This action does not affect the Municipal Code.

 

ENVIRONMENTAL REVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.

 

RECOMMENDATION

 

Adopt a Resolution Amending the Executive Management Employees (EXME) Salary Schedule to Reflect the Increase in Compensation to $188,609 for the City Clerk Position.
