BACKGROUND

 

On June 7, 2014, the City Council awarded a contract in the amount of $2,356,430.63 including contingencies, to MCK Services, Inc. to overlay nine streets and slurry seal two streets with an option to renew the agreement on a year-by-year basis for up to four additional years.  This multi-year contract allowed the City to lock-in a contractor during a time when other cities were also looking for street work services and receive competitive pricing on a sizeable job.

 

On June 18, 2015, the City amended the original contract with MCK Services, Inc. adding an additional $2,356,430.63, including contingencies, to overlay an additional nine streets and slurry seal three streets.  On June 21, 2016, the City amended the contract again, in the amount of $5,000,000, including contingencies, to overlay 7.43 miles of streets and slurry seal 0.42 miles of streets, throughout the City. On July 25, 2017, the City amended the contract a third time in the amount of $5,365,739.15, including contingencies, to overlay six miles of street.

 

DISCUSSION

 

The project was complete in accordance with the plans and specifications, and is acceptable to the Public Works Department. The final cost for the third contract amendment is $4,964,718.49.  This is a savings of $401,020.66.

 

FINANCIAL IMPACT

 

The funds for all pavement repair contracts are budgeted in the Capital Improvement Program (Fund 310) Project Numbers 91610 and 91810, with funds available from Old Measure B (Fund 215), Measure B (Fund 215.1), Measure BB (Fund 215.11), Integrated Waste (Fund 274.1), Vehicle Registration Fund (VRF) (Fund 288), and Sewer Service (Fund 602). The amount budgeted in CIP# 91610 was originally $10,000,000.  This was later reduced to $9,807,000. Of this, $4,244,407.06 was used from 91610 for this phase of the resurfacing. The remaining funds in CIP# 91610 were allocated to previous phases of resurfacing, pothole repair, and complete streets related repair. The amount budgeted in CIP# 91810 was $8,139,000. From this, $720,311.43 was used to pay for the remainder of this resurfacing contract. The City Council previously approved the original contract and the contract amendments as presented below:

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

 

This project is consistent with the Waste and Recycling Initiative of the Local Action Plan for Climate Protection by requiring recycling of 80% of all construction waste. In addition, the contractor is encouraged to use recycled content in the asphalt concrete.

 

ENVIRONMENTAL REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt under CEQA Guidelines Section 15301(c), Existing Facilities.

 

RECOMMENDATION

 

Accept the work of MCK Services, Inc. for repair and resurfacing of certain streets, Phase 36, No. P.W. 04-17-24.
