BACKGROUND

 

In September of 2016 the Public Utilities Board approved the implementation of Advanced Metering Infrastructure (AMI) at Alameda Municipal Power (AMP).  During AMI implementation AMP has continued to evaluate the workforce needed to support this new technology.  Because of the highly technical nature of AMI, the need for an Information Technology position to support the system has been identified. As a result, AMP is requesting the addition of a new classification; Advanced Metering Infrastructure System Administrator. This position will provide the technical support needed to ensure the new system is fully functioning and utilized appropriately. 

 

The proposed resolution recommends the following:

                     Add the classification of Advanced Metering Infrastructure (AMI) System Administrator and allocate one new position; and

                     Amend the salary schedule of EUPA to reflect the new classification.

The Public Utilities Board (PUB) adopted the attached resolution recommending the City Council approve the proposed resolution.

 

DISCUSSION

 

Due to the implementation of technological advancements such as AMI, the workforce is transforming.  Industry workforce trends and AMP’s consultants recommended this new specialized information technology job classification in order to configure, maintain, monitor, and troubleshoot the AMI network in order to ensure proper operation and efficient utilization.  Based on this recommendation, AMP has developed a new classification, AMI System Administrator. As part of the AMI implementation plan, this work is currently being done through a contract with our AMI consultants (UtiliWorks) on a limited term basis.

 

The AMI System Administrator classification will be responsible for a breadth of information technology functions including configuring the system for optimization; conducting required ongoing system maintenance; monitoring system and network performance; resolving any software issues, using the AMI head end and Meter Data Management System, and working with staff to resolve hardware issues; overseeing the service order process for applicable orders; providing system support to other operational areas in AMP that use AMI information; ensuring security protocols; and contributing to the overall efficient utilization of the AMI system. 

 

The proposed annual salary range for the AMI System Administrator is $91,604 - $111,346.

Staff has met with EUPA and it is supportive of the recommendations.  Upon Council approval, staff will conduct a recruitment to fill the new vacant position.

FINANCIAL IMPACT

The annual cost for the position is approximately $127,000 at Step 1, including benefits.  The funding for this position was approved by the PUB on May 21, 2018.  This workforce change is included in the AMP’s Fiscal Year 2018-19 Budget.  The position will not be filled during current Fiscal Year; therefore, there will be no additional costs incurred.   Even with the addition of this new position, the overall impact to AMP’s budget of implementing AMI system infrastructure has been a net positive due to operational efficiencies.  There is no impact to the City’s General Fund.

ENVIRONMENTAL REVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, CEQA Guidelines, section 15378(b)(5).

 

RECOMMENDATION

 

Adopt a resolution approving a workforce change at Alameda Municipal Power: add one new position, AMI System Administrator and amend the salary schedule of EUPA to add the classification title of AMI System Administrator, effective June 5, 2018
