EXECUTIVE SUMMARY
The City of Alameda’s support for Proposition 2 on the November 2018 ballot is consistent with the principles adopted in the Legislative Agenda.
BACKGROUND
On March 20, 2018, the Alameda City Council adopted the 2018 Legislative Agenda for the City of Alameda, which supports efforts that increase positive outcomes with the mentally ill and our homeless population.
Proposition 2 on the November 2018 ballot allows the state to use money from Proposition 63, approved by voters in 2004 to pay for mental health services, to designate up to $2 billion to fund housing for those with mental illness.
DISCUSSION
On January 30, 2017, 204 individuals were counted as homeless in the City of Alameda during the 2017 Homeless Point-in-time Count, with 94 of those sheltered and 110 unsheltered.
The City’s Homelessness Report states that building additional market-rate, affordable, and homeless housing units will make the largest impact on households of all abilities and incomes in Alameda to become housed.
Proposition 2 is the No Place Like Home Act of 2018, which allows the state to use money from Proposition 63, approved by voters in 2004 to pay for mental health services, to designate up to $2 billion to fund housing for those with mental illness.
Proposition 2 uses proven models of pairing housing and mental health care - keeping Californians experiencing homelessness off the streets, out of hospitals and emergency rooms, and receiving the mental health services they need, while easing the burden on emergency responders and saving taxpayers millions.
FINANCIAL IMPACT
There is no financial impact to the City that would result from the adoption of this resolution.
MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE
There is no impact to the Alameda Municipal Code from the adoption of this Resolution.
ENVIRONMENTAL REVIEW
Adoption of this Resolution will not result in a significant effect on the environment and is exempt from CEQA and Guidelines section 15061(b)(3).
RECOMMENDATION
Adopt a Resolution supporting Proposition 2 on the November 2018 ballot, which would authorize the State of California to use revenue from previously authorized bonds to fund existing housing program for individuals with mental illness.
