To: Honorable Mayor and Members of the City Council

From: David L. Rudat, Interim City Manager

EXECUTIVE SUMMARY

The Alameda Fire Department owns and maintains 22 separate pieces of medical equipment for use on the ALS fire engines, trucks, and ambulances.  Staff recommends awarding a three year contract to Physio Control Inc. for the service and repair of this equipment in an amount not to exceed $30,000 annually.

BACKGROUND

Physio Control sells and services a wide range of medical devices and equipment, which include the Lifepak 15 (LP 15) Automatic External Defibrillator and the Lucas Device, an automatic chest compression device to be used during CPR.

The Alameda Fire Department owns and maintains 22 separate pieces of equipment for use on the ALS fire engines, trucks, and ambulances. Monitors and other equipment require annual inspection and updates to their systems.  Additionally, department equipment must be repaired as needed.

The terms of the agreement provide for service and repair of the Fire Department’s complete inventory of medical monitors and CPR compression devices.

DISCUSSION

The Fire Department uses a wide array of medical equipment in the course of operations. Some of the equipment is computerized and uses sophisticated automated systems to securely interface with surrounding hospitals.  This equipment requires specialized diagnostic equipment to maintain and repair as needed.

In order to maintain a standard equipment array, the Fire Department uses similar equipment on all Fire Department apparatus. These LP 15 and Lucas Auto Chest Compression machines are core components of that equipment compliment.

Staff recommends awarding a three year contract to Physio Control Inc. in the amount not to exceed $30,000 annually and not to exceed $90,000 during the life of the contract based upon satisfactory performance of all aspects of the contract and subject to budgetary approval.

FINANCIAL IMPACT

Sufficient budget for the agreement is included in the Fire Department’s annual operating Budget for Fiscal Year 2018-19. The ongoing annual cost of this service is $30,000.  Future years’ funding remains at Council discretion through the biennial budget process.

MUNICIPAL CODE/POLICY DOCUMENT CROSS REFERENCE

The proposed action is consistent with the Alameda Municipal Code.
