Re: Receive report and discuss the Parking Lot Project at Corica Park.
BACKGROUND
As part of the Greenway Golf Lease Amendment, approved by City Council in March 2018, the City is required to improve the Corica Park parking lot by March 2020.
DISCUSSION
Although the lease amendment was approved in March 2018, the funding in the amount of $500,000, was not available until the city’s mid-cycle budget was approved starting July 1, 2018. Since then, staff has engaged BKF Engineers, which has an on-call contract through Public Works.
The BKF civil engineer has done a site visit, met with Greenway Golf’s principal and construction manager, Marc Logan, and reviewed existing utility plans. However, the on-call budget for BKF currently does not have any remaining funding and is being brought to City Council for the annual contract renewal on November 7, 2018. After this approval, the funds will be available to start the civil design of the parking lot.
In the meantime, staff has finalized the scope of work with BKF so the project can start as soon as funding is available. As part of this, staff met with Greenway Golf and the Jim’s on the Course construction manager to finalize which party was responsible for which aspect of the total site utility improvements.
The scope of work includes:
• Utility, ground and aerial surveys
• Conceptual parking lot layout
• Addressing ADA compliance for path of travel, restriping, and sidewalk entries
• Civil engineer drawings
o Striping
o Grading / drainage
o Construction details
o Utilities
• Storm water compliance
• Permitting
• Construction support
This contract will include laying out the water and sewer line from Island Drive to the Clubhouse, Restaurant and Event Center as well as the fire line from the existing fire hydrant to a new fire hydrant to serve the restaurant and Event Center. The Event Center utility plans will be reviewed to ensure good connection with all utilities. Greenway Golf will install the water, sewer and fire lines.
The parking lot ADA compliance will be part of the parking lot improvement and the sidewalk changes between the parking lot and Clubhouse/Restaurant will be a cost shared by Greenway Golf and Jim’s on the Course. The ADA parking spaces will be moved to provide better access to the Clubhouse, restaurant, Event Center and golf course entrance.
Greenway Golf will be installing a golf bag drop off area at the end of the entry road and adjacent to the cart area.
The Golf Commission will be reviewing the parking lot conceptual layout once it is available.
