Proclamation Declaring December 4, 2018 as Sea Fox Crew Appreciation Day.  (City Manager 2110)

Body

Proclamation

Whereas,                      the Sea Scouts, a program of the Boy Scouts of America, promise to guard against water accidents and be prepared to render aid to those in need; and

Whereas,                      in the early morning hours of July 20, 2018, the Alameda Sea Scouts Ship 9, the Sea Fox, was night-cruising in the San Francisco Bay on their two vessels, the Sea Fox of Alameda and the Pegasus; and

Whereas,                      shortly after getting underway, the Scout on navigation watch heard a Coast Guard radio                      broadcast alerting all vessels to be on the lookout for a missing kayaker; and

Whereas,                      at 2:30 a.m., the crew of the lead vessel Pegasus spotted something in the water, performed a Williamson (Man Overboard) Turn, put slack into the jib halyard, reduced the sail, and rescued the distressed kayaker from the 60 degree water of the San Francisco Bay; and

Whereas,                      the missing kayaker had capsized around sunset without a life jacket, and had been clinging to his kayak for six hours; and

Whereas,                      the crew began administering first aid and treating for shock and hypothermia; at the same time                      the crew used the vessel’s radio to alert the U.S. Coast Guard that they had located and recovered the survivor; and

Whereas,                      at 3:00 a.m., the U.S. Coast Guard used the crew’s GPS coordinates to transport the survivor to a                      nearby hospital for additional treatment; and

Whereas,                      the crew of four Sea Scouts, Kenny Kirwin, Mason Ensley, Cole Harris, and Johnny Amaden, used their training and acted immediately to make this rescue and save a life; and

Whereas,                      the Sea Fox’s officers and crew were recognized by the Coast Guard and the Boy Scouts of                      America for their heroic actions involved in the rescue. The Boy Scouts recognized the Sea Fox                      crew with the Medal of Merit and the Coast Guard with a Public Service Commendation Award for their role in the rescue.

Now therefore, be it resolved, that I, Trish Herrera Spencer, Mayor of the City of Alameda, hereby proclaim December 4, 2018 as

Sea Fox Crew Appreciation Day

in the City of Alameda and ask all residents to honor these brave Sea Scouts by always wearing a life jacket and always telling others to wear a life jacket when participating in water activities.
