BACKGROUND

On September 11, 2017, the Planning Board approved the Use Permit (PLN17-0094) and approved the final design for the multi-purpose recreation center at Krusi Park.  The building includes public restrooms, open space for recreation programs and rental, a small kitchen, office and storage space.  Other amenities include bicycle racks, drinking fountain and landscaping to be installed by the Alameda Recreation and Parks Department.

This building will replace the smaller existing building and is approximately sixty-six feet (66’) wide by thirty-six feet (36’) long, located in the center of the park. It features an asymmetrical shed roof that has four foot (4’) overhangs on the North and South elevations.  The siding on all four elevations will be a mix of horizontal fiber-cement lap siding, with six inch (6”) reveal, and cement plaster with aluminum plaster reveal lines.  The aluminum reveal lines in the cement plaster portions of the building’s exterior will line up and match the spacing and size of the windows and exterior doors. The form and massing of the proposed building is consistent with the adjacent buildings at Otis Elementary School.  The proposed windows will be anodized aluminum and will be a mix of casement windows, horizontal sliding windows, and awning windows.

DISCUSSION

The Planning Board’s 2017 approval required the Recreation and Parks Department to submit color and materials boards for Planning Board consideration and final approval.  The Recreation and Parks Department has prepared three color schemes for review by the Planning Board.

Scheme 1: Warm color palette of grey and tan stucco with pewter grey horizontal siding, wood accents and colonial red metal roof.

 

Scheme 2: Contrasting color palette of yellow and warm grey stucco with accent grey horizontal siding, wood accents and contrasting blue metal roof.

 

Scheme 3: Contrasting color palette with two values of warm grey stucco and deep purple accent horizontal siding, wood accents and forest green metal roof.

 

Staff will have the actual color samples available for review at the Planning Board meeting.  Although staff believes any of the three would be acceptable, staff believes Scheme 3 is the best of the three schemes.

 

ENVIRONMENTAL REVIEW

 

This project is determined to be Categorically Exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15303(c) - New Construction of Small Structures, because the project consists of the construction of a structure less than 2,500 square feet of floor area.

 

RECOMMENDATION

 

Approve Scheme 3 by motion.
