BACKGROUND

 

As part of the Greenway Golf Lease Amendment, approved by City Council in March 2018, the City is required to improve the Corica Park parking lot by March 2020.

 

After receiving feedback from the Commission, the City may need to make further refinements, after further review by Greenway staff and Public Works staff.

 

DISCUSSION

 

As an update on the overall parking lot project:

 

                     The aerial survey is complete and on-ground supplemental surveys are near completion after being delayed by weather.  Once these surveys are complete, the engineers can begin to lay out the utilities, including sewer, water and fire lines as well as determine the low points and storm drain outlets to help engineer for improved drainage.

                     The schedule remains on track to have the construction documents completed and permitted by the end of May 2019.

 

There are three draft parking lot layouts for the Commission’s review and comments.  In all layouts, the ADA parking area is being moved to be more centrally located to the main entrance that serves the restaurant, clubhouse, golf course and event center.  There are also two options shown for bag drop area being created by Greenway Golf.  The final bag drop design can be incorporated into any of the striping plans.  All plans are compliant with Caltrans and City regulations for parking stall width, drive lanes, turn radii, etc.

 

Parking layout options:

 

Option 1: Existing parking scheme to remain with compact stalls included on two and a half aisles.  This is necessary to maintain required drive lane widths.  This will also preserve existing landscape islands which cost approximately $5,000 each (5 total) to remove and backfill.

 

Option 2: Restripe as diagonal and remove the existing landscape islands which allows room for all parking stalls to be standard size.  Note that the diagonal ADA parking results in very deep stalls. This may require wheel stops due to the depth. Another option would be to relocate four ADA stalls to the south most perpendicular stalls.

 

Option 3: Restripe as perpendicular stalls.  This may result in a small reduction of parking count, however it provides the most maneuverability for cars.  The curb ramp locations on the sidewalks may be adjusted after receiving supplemental survey.

 

 

RECOMMENDATION

 

Provide comments on the draft parking lot striping plan.
