EXECUTIVE SUMMARY

 

This report recommends amending a contract with Carlson Barbee & Gibson (CBG), who has provided consulting services for the City and previous developers for the last twelve years.  The proposed amendment will extend the contract for 18 months and add $175,000 to the budget to perform civil engineering and surveying services as the development of Alameda Point occurs, including:

                     Phase 3C Navy / State Lands exchange survey maps

                     Site A, Site B, and Main Street Neighborhood engineering tasks

                     VA property related tasks

                     Surveying related tasks

                     Implementation of the Master Infrastructure Plan for Alameda Point

 

CBG is uniquely qualified for these efforts, based on their prior experience at Naval Air Station Alameda (Alameda Point), including conveyance of property from the Navy, development and implementation of the Master Infrastructure Plan, and other related engineering-related projects.

 

BACKGROUND

 

CBG has provided civil engineering and surveying consulting services for the redevelopment of Alameda Point on behalf of the City of Alameda (City) and the City's previous master developers for over twelve years. As described in greater detail below, the proposed amendment includes a scope of work for legal descriptions and a record of survey for the Phase 3 Navy conveyance and Tidelands Trust exchange, engineering review for Site A and Enterprise District projects, and implementation assistance regarding the Master Infrastructure Plan for Alameda Point (MIP). CBG has invaluable knowledge of the Alameda Point property and the unique infrastructure challenges faced at the site from its past experience that can be built upon and leveraged to provide the City with cost-efficient and high quality professional services.

 

CBG was founded in 1989, and is a premier engineering firm in Northern California that consists of over 40 professionals. The firm concentrates its efforts and expertise on providing civil engineering services on mixed-use, residential, commercial and institutional development, land development, and redevelopment projects. CBG's project experience is diverse and includes the design and planning of many challenging urban and redevelopment projects including Mare Island and Vallejo Waterfront in Vallejo; East Garrison and The Dunes project at Fort Ord in Monterey; Bay Meadows redevelopment in San Mateo; redevelopment of the Hunter's Point Shipyard in San Francisco; and the redevelopment of the Encinal Terminals, Shipman and Del Monte warehouse sites along the northern waterfront in Alameda.

 

DISCUSSION

 

There are a number of regulatory tasks that must be completed as development at Alameda Point occurs. These efforts require professional civil engineering and surveying services and are a logical continuation of the previous work performed by CBG, since the firm has worked on related tasks previously, most notably the MIP. The proposed fourth amendment to the agreement with CBG includes the following services (Exhibit 1):

 

1. Phase 3C Navy / State Lands Commission (SLC) Exchange Survey Maps. CBG will provide legal descriptions and plat maps describing the Phase 3C Navy Conveyance Parcels and Phase 3C SLC exchange areas.  Tasks include updating previously prepared exhibits, preparing legal descriptions and plat maps, preparing a record of survey, and attending relevant meetings.

 

2. Site A Engineering-Related Tasks. CBG will work with the City’s Department of Public Works and other consultants to assess MIP consistency of proposed permit applications for Site A.

 

3. Site B (Enterprise District) Engineering-Related Tasks. CBG will also be working with the City’s Department of Public Works, East Bay Municipal Utility District (EBMUD), Pacific Gas & Electric (PG&E), Alameda Municipal Power (AMP), and other consultants to assess MIP consistency, analyze phasing opportunities and prepare infrastructure cost estimates for the proposed development in the Enterprise District.

 

4.                     Main Street Neighborhood Engineering-Related Tasks. CBG will perform various tasks and prepare exhibits related to advancing the feasibility of development proposals for the West Midway project; prepare infrastructure cost estimates; analyze phasing opportunities; and work with Public Works, EBMUD, PG&E, AMP, and other consultants.

 

5. VA Property Related Tasks. CBG will perform miscellaneous tasks related to coordination with the VA project as requested by City; including, but not limited to: review of VA project off-site infrastructure designs for consistency with the MIP and Memorandum of Agreement with the City and VA; and coordinate with City staff, VA staff, and other consultants.

 

 

6. Surveying related tasks.  These include lot line adjustments, preparing tentative maps and tract maps for various buildings.

 

7.                     MIP Implementation. CBG will provide engineering support to the City on other planning and implementation tasks as new development plans proceed for the Adaptive Reuse sub-district and Veterans Administration’s proposed outpatient clinic. Tasks include assisting with implementing the MIP, reviewing potential developments for consistency with the MIP, and preparing infrastructure cost estimates.

 

It is recommended that the City Council approve this fourth amendment to the professional services agreement with CBG to increase the contract amount by $175,000 for a total contract amount of $827,500 and to extend the existing term by 18 months. The fourth amendment, including the scope and budget, as well as the original contract and previous amendments, are attached (Exhibits 1-5).

 

FINANCIAL IMPACT

 

This agreement will not have a financial impact on the General Fund. Task #2 above ($25,000) will be funded entirely using cost recovery from permit fees, and the remainder of this agreement, $150,000, will come from the City's Base Reuse Department budget (Fund 858 Program 819099). The City Council previously approved the original contract and the contract amendments as presented below:

ENVIRONMENTAL REVIEW

 

For purposes of compliance with the provisions of the California Environmental Quality Act (CEQA), a Final Environmental Impact Report (State Clearinghouse No. 2013012043) for the Alameda Point project was certified on February 4, 2014.

 

RECOMMENDATION

 

Authorize the Interim City Manager to execute a fourth amendment to the agreement with Carlson Barbee & Gibson to add $175,000 for a total contract amount of $827,000 and extend the term for 18 months to June 30, 2020, for civil engineering and surveying consulting services for Alameda Point.
