EXECUTIVE SUMMARY
The Encinal Boat Launch Facility is a public boat launch and is an important recreational facility for the community of boaters, paddlers and sailors. On November 15, 2018, the California Boating and Waterways Commission authorized the Encinal Boat Launch Facility construction grant funding in the amount of $1,450,000. This resolution accepts the construction grant and authorizes the Interim City Manager and Recreation and Parks Director to sign the agreement and approve grant documents.
BACKGROUND
The Encinal Boat Launch Facility is a public marina launch and is an important recreational facility for the community of boaters, paddlers and sailors. It was last renovated in 1981, funded by a grant from the Department of Boating and Waterways (DBW) and a grant from the State Wildlife Conservation Board.
On February 5, 2013, the City Council authorized a grant application to the State of California Department of Parks and Recreation, Division of Boating and Waterways, Harbor and Watercraft Revolving Fund to renovate and improve the Encinal Boat Launch Facility.
In April 2015, the City of Alameda (City) was awarded a $300,000 planning grant from the State of California Department of Parks and Recreation, Division of Boating and Waterways, Harbor and Watercraft Revolving Fund to design the Encinal Boat Launch Facility improvements and fund all required project permits.
On November 1, 2016, the City Council authorized Moffatt and Nichol to provide design and permitting services for the project.
