EXECUTIVE SUMMARY

 

The Encinal Boat Launch Facility is a public boat launch and is an important recreational facility for the community of boaters, paddlers and sailors. On November 15, 2018, the California Boating and Waterways Commission authorized the Encinal Boat Launch Facility construction grant funding in the amount of $1,450,000.  This resolution accepts the construction grant and authorizes the Interim City Manager and Recreation and Parks Director to sign the agreement and approve grant documents.

 

BACKGROUND

 

The Encinal Boat Launch Facility is a public marina launch and is an important recreational facility for the community of boaters, paddlers and sailors.  It was last renovated in 1981, funded by a grant from the Department of Boating and Waterways (DBW) and a grant from the State Wildlife Conservation Board. 

 

On February 5, 2013, the City Council authorized a grant application to the State of California Department of Parks and Recreation, Division of Boating and Waterways, Harbor and Watercraft Revolving Fund to renovate and improve the Encinal Boat Launch Facility. 

In April 2015, the City of Alameda (City) was awarded a $300,000 planning grant from the State of California Department of Parks and Recreation, Division of Boating and Waterways, Harbor and Watercraft Revolving Fund to design the Encinal Boat Launch Facility improvements and fund all required project permits. 

 

On November 1, 2016, the City Council authorized Moffatt and Nichol to provide design and permitting services for the project.

 

The plans are now 100% complete and all regulatory agency permits have been received.  On November 15, 2018, the California Boating and Waterways Commission authorized the Encinal Boat Launch Facility construction grant funding in the amount of $1,450,000.

 

DISCUSSION

 

The Encinal Boat Launch Facility is an important recreational asset and is an aging facility with a poorly paved parking lot, unusable restrooms (portable toilets are the current alternative), and a deteriorated ramp. There is increasing demand on the Encinal Boat Launch Facility, especially for non-motorized craft.  The Alameda Community Sailing Center, O’Kalani Outrigger Canoe Club, and Stacked Adventures are local non-profit organizations that all have their base of operations at this facility and use it on a daily basis.  The Encinal Boat Launch provides direct access to the San Francisco Bay, unlike the Grand Street Boat Launch, located on the estuary. 

 

The Encinal Boat Launch Facility improvement project scope includes:

 

                     Replace the existing dock float and add a second dock float for non-motorized watercraft, including kayaks, canoes, and stand up paddleboards;

                     Renovate the boat ramp;

                     Replace and expand the restrooms facility;

                     Create ADA compliant access between the parking lot, restroom and boat ramp;

                     Add a fish cleaning station and outdoor shower;

                     Install new lighting; and

                     Install new vehicle safety features and signage.

 

A community design input meeting was held on March 14, 2016, with good attendance from the motorized and non-motorized boating communities. That input was incorporated into the current design.  The grant fully funds construction with the exception of the parking lot improvement, outdoor shower, concrete lay down pad for paddlers, and Public Works project management staffing and inspection. 

 

It is standard practice for the firm that designed a project to provide Construction Administration services during construction.  The scope of this work includes assisting City staff with the bid process, such as responding to bidder questions, and assisting with selection of a contractor.  The work also includes assistance throughout the construction including responding to Requests for Information, reviewing submittals, attending site observation/construction meetings during construction, attending the final walk-through and generating a punch list, and reviewing the final as-built plans.

 

FINANCIAL IMPACT

 

Budget for the construction contract is included in the Capital Improvement Project Fund (Project No. 91310).  The project is funded with monies from the Division of Boating and Waterways grant and additional funding from the Tidelands Fund for parking lot improvements and the Recreation Fund for project management staffing. Additional costs of $152,000 for inspection, project management, and construction administration are being requested as a budget adjustment from the General Fund for the FY 2018-19 in a separate report.

This action does not affect the Alameda Municipal Code.

 

ENVIRONMENTAL REVIEW

 

This action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15301 (Repair, maintenance and/or minor alteration of an existing facility.)  In addition, the Encinal Boat Launch Facility project is permitted by the Army Corps of Engineers, San Francisco Bay Conservation and Development Commission, and the Regional Water Quality Board.  These permits are designed to ensure appropriate actions are taken during construction to avoid construction impacts to biological and/or water quality resources.

 

RECOMMENDATION

 

Accept a construction grant in the amount of $1,450,000 from the Division of Boating and Waterways, Harbor and Watercraft Revolving Fund and authorize the Acting City Manager to manage the grant agreement.
